Chemonics International, a leading international development organization based in Washington, DC, is seeking a Director of Monitoring, Evaluation, and Learning (MEL) for the Health Systems Strengthening (HSS) activity planned by USAID in Burkina Faso. The planned activity, lasting five years and worth $25 million, aims to strengthen and improve the health system in Burkina Faso in order to provide quality health services. Technical areas of activity are expected to include maternal, newborn and child health, family planning, malaria and global health security. The MEL Director will lead the development, oversight and implementation of the MEL strategy for the business. This position is expected to be based in Ouagadougou, Burkina Faso, and is dependent on activity assignment. The responsibilities are as follows:
- Provide leadership and oversight for the design and implementation of the MEL strategy, including monitoring routine activities and reporting, analyzing and using data, and ensuring data quality while ensuring compliance with USAID guidelines and standards.
- Develop technical and operational measures to monitor progress and implementation of RSS in Burkina Faso, set targets and monitor progress through data collection, review and analysis.
- Lead design and operation
- Lead the design and operationalization of the activity’s MEL systems to ensure standardization of indicators, data collection and reporting across all activities.
- Supervise Burkina Faso HSS MEL staff and provide MEL-related support, training, mentoring and coaching to staff, contractors, grant recipients and other partners as needed.
- Lead the application of Collaboration, Learning and Adaptation (CLA) principles and ensure Burkina Faso RSS staff leverage feedback loops to pivot and adapt as needed.
- Work collaboratively with business owners and stakeholders to implement strategic activities that deliver long-term sustainable results.
- Undertake other tasks as assigned by the party leader.
Qualifications:
- Master’s degree in a relevant field, such as public health, epidemiology, biostatistics or social sciences.
- At least six years of experience managing and/or leading MEL activities for large-scale health or HSS service delivery programs in Burkina Faso or similar contexts.
- Prior experience supporting MEL in US government-funded health programs in Burkina Faso desired
- Expertise in quantitative and qualitative methodologies, research, management information systems, reporting, data quality assessments, data analysis and visualization.
- Demonstrated knowledge and experience with USAID reporting, data quality assurance, Government of Burkina Faso and USG data collection systems (e.g. DHIS2, DATIM) and other relevant requirements.
- Demonstrated ability to translate project goals and vision into an evidence-based theory of change.
- Strong analytical skills to successfully use data and evidence to guide program adaptations
- Excellent ability to clearly and effectively formulate oral and written technical information for technical and non-technical audiences.
- Demonstrate leadership, versatility and integrity.
- Professional fluency in French required, fluency in English desired. Proven ability to communicate clearly and concisely, both orally and in writing.
