TITLE: MEL & Logistics Assistant
LOCATION: San Salvador, El Salvador

SUMMARY:
The Diversity in Motion project is a program in its fourth year of implementation and implemented by Counterpart International (Counterpart) in partnership with HT El Salvador. Counterpart is currently seeking a MEL (Monitoring, Evaluation and Learning) & Logistics Assistant to assist in the development, implementation and oversight of the Project’s performance management and reporting system, including the preparation and updating of the MEL Plan. In addition, support will be provided in the procurement process and logistics of Project activities, including travel expenses.
This person will work under the direct supervision of the Project Manager, providing technical support for the implementation of the monitoring, evaluation and learning plan, and in the development of a data management system to facilitate data collection, reporting and analysis. The MEL & Logistics Assistant position will report to the Project Manager. This is a full-time position based in San Salvador, El Salvador. This is a locally based position; Salvadoran citizens are strongly encouraged to apply.
Responsibilities
Monitoring, evaluation and learning:
- Support the development and implementation of the Project performance management and reporting system, including the preparation and updating of the MEL Plan
- Support the development and/or updating of data collection tools as needed. This involves providing support to adapt Counterpart MEL guidelines, templates, and other tools to the focus and scope of the Project.
- Monitor the MEL activities of the Project’s partner civil society organizations by conducting periodic visits to the Project sites to provide ongoing technical assistance and ensure adequate monitoring of activities.
- Support preparation and ongoing training (advising, mentoring and support) for partner organizations on data collection techniques, results reporting and other MEL methodologies as needed.
- Coordinate with the Grants and Organizational Development team to collect data from beneficiary/grantee organizations and help keep the Project’s local contact database up to date.
- Support in aggregating and verifying data reported by beneficiary/grantee organizations against indicators and ensure that supporting documentation and means of verification are available and ready, and support the analysis of the data collected.
- Support in the collection, systematization and proper storage of Project documentation related to MEL efforts and data to facilitate information analysis and reporting to the donor.
- Support in the production and presentation of MEL reports to the implementing partner, the counterpart DC office and the donor.
- Periodically upload data and supporting documentation to Counterpart’s internal MEL system.
- Prepare and lead accountability meetings for the Project team.
- Perform other MEL duties as assigned.
Logistics:
- Provide support in the procurement process;
- Lead logistics processes for activities, including the delivery of travel expenses;
- Ensure effective communication between the Project’s partner organizations, guaranteeing the successful development of activities;
- Perform other Logistics tasks as assigned.
Qualifications
- Bachelor’s degree (or equivalent) in Social Sciences, Business Administration, Education, Research Methods, Capacity Development, Project Management or related field;
- Minimum 2 years of experience working with international NGOs in MEL management or administration positions in lieu of education requirement;
- Minimum 2 years of work experience related to activity logistics and project monitoring, preferably within the framework of donor-funded projects;
- Experience leading purchasing processes for an international organization or equivalent is an advantage;
- Experience in output/outcome monitoring, data collection and analysis, accountability and/or feedback mechanisms;
- Ability to develop data collection instruments (e.g. surveys) and collect data (e.g. using surveys, focus groups, key informant interviews, etc.);
- Knowledge of development performance indicators and their monitoring; experience in developing database systems to collect performance data is preferred;
- Knowledge of monitoring reporting to the project team and donor;
- Knowledge of data collection and analysis methods (qualitative and quantitative);
- Intermediate level of experience using spreadsheet software packages (e.g., Microsoft Excel);
- Excellent verbal and written communication skills in Spanish;
- Excellent organizational skills to meet deadlines;
- Ability to develop good working relationships with partners, civil society organizations, project staff, and donors;
- Knowledge of MS Office; preferably knowledge of Office365 and SharePoint;
- Familiarity with human rights, gender and social inclusion approaches, and doing no harm;
- Ability to work independently, take initiative and set priorities.
