MEL Specialist I At EnCompass

Position Description

EnCompass LLC is seeking a Monitoring, Evaluation, and Learning (MEL) Specialist to join the Technical Assistance and Evaluation team. The Evaluation Specialist/Monitoring, Evaluation, and Learning supports MEL contract and proposal activities across multiple sectors. The Evaluation Specialist contributes to all project deliverables and deepens EnCompass’ approach to MEL. The Evaluation Specialist effectively supports (and sometimes leads) diverse teams, facilitates sessions with clients, and manages work plans and budgets.

This is a full-time position, based at EnCompass headquarters, in Rockville, Maryland. Expected to be fully remote until November 2021. Must be legally authorized to work in the US for any employer without sponsorship. As a covered Federal contractor, EnCompass must comply with the President’s Executive Order 14042 and the follow-on guidance issued by Safer Federal Workforce Task Force on COVID-19 Workplace Safety. Therefore, all US-based EnCompass employees must be fully vaccinated against COVID-19 by December 8, 2021, to include staff working from home.

Position Duties and Responsibilities

Essential functions include:

Technical

  • Provides subject matter and technical expertise on all aspects of MEL work
  • Develops evaluation designs, data collection instruments and processes, supervises data management, conducts data collection, reviews and synthesizes documents and analyzes data
  • Prepares high quality reports and technical resources (may include publishing or presenting significant work)
  • Conducts field work internationally and domestically to collect data, trains data collectors, and facilitates workshops on results and learning

Contract Management

  • Support management of project activities, contributes to contract implementation, and responds to client needs
  • Develop LOE estimates, work plans, and budgets
  • Recruit, hire, and manage consultants
  • Build and maintain high quality relationships and communications with clients, partners, prime contractors, subcontractors, and consultants

Business Development

  • Support the development of high-quality technical proposals
  • Serve as a technical expert/resource to TA/Evaluation and Business Development teams by contributing to technical proposal development in areas of technical expertise
  • Contribute to company business development through networking in professional circles and with prospective clients
  • Contribute to the expansion of the Global Consultant Network

General

  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other EnCompass
  • Other duties as assigned

Position Requirements

Qualifications

  • Minimum of a Master’s degree and four years of experience in International Development or a related field.

Experience and Skills

  • Minimum of two years of direct MEL experience
  • In-depth understanding of international development processes, actors, and cultures
  • Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues
  • Experience in developing meaningful theories of change and associated MEL strategies
  • Experience supporting the development of MEL technical designs and data collection tools, mixed methods data collection efforts, data analysis, and the preparation of high-quality reports
  • Direct client relations experience a plus
  • Strong qualitative and/or quantitative evaluation skills, with a demonstrated ability to synthesize complex data streams using analysis software
  • Ability to think strategically and integrate diverse information from varied sources
  • Adept at identifying and framing problems, setting priorities, and making critical assessments
  • Committed to providing the highest level of service
  • Excellent management, organization, communication (verbal and written), and problem-solving skills with the ability to prioritize assignments and meet required deadlines
  • Ability to confidently engage with staff at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Fluency in languages other than English highly desirable
  • Experience conducting technical work in tight budget circumstances
  • Flexibility and ability to travel for varying lengths of time
  • Skilled in word processing, database management, spreadsheets (Excel), and web-based programs
  • Strong interpersonal skills and ability to interact with individuals at all levels
  • Experience implementing USAID monitoring, evaluation, and learning initiatives strongly desired. Familiarity with USAID policy and guidance with respect to monitoring and evaluation a plus.
  • Direct experience engaging with USAID missions with respect to monitoring, evaluation, and learning strongly desired
  • Fluency in languages other than English highly desirable
  • Experience working or living overseas preferred
  • Ability to use an appreciative approach in client and colleague interactions, and models that approach for others
