DRC established an operational presence in Colombia in 2011 with a focus on Humanitarian Mine Action (HMA) and providing support to the conflict-affected population in the south of the country. With the onset of large mixed migration flows into Colombia due to the Venezuelan crisis, DRC initiated an integrated humanitarian response in 2018 to meet the urgent needs of refugees, asylum seekers, migrants, Colombian returnees, and host communities in some of the most vulnerable areas of Colombia, such as the Caribbean coastal areas (Riohacha and Barranquilla), urban centers (Bogotá and Cundinamarca), and Caquetá. In 2021, DRC opened field offices on the South Pacific coast in the department of Nariño and the northern part of Colombia in Norte de Santander and Bolívar.
Job Objective: As a deminer, perform safe, methodical and efficient clearance tasks under the close supervision of the clearance team leader. Conduct APS/APC clearance activities to ensure the removal and/or destruction of landmine and explosive device hazards from a specified area and depth.
Also as a Non-Technical Study Assistant, he/she must assist in the implementation of the specific tasks of the Comprehensive Mine Action Program, including information gathering, preparation of minutes, recording of geographic data, mapping of Hazardous Areas, maintenance of communications, etc.
In addition, as a Community Liaison, he/she must carry out outreach to the benefited communities throughout the land release process, and must also provide Mine Risk Education workshops, with the aim of creating safe behavior, always maintaining a message of neutrality and impartiality.
Deminer Responsibilities:
- Perform maintenance, calibration and operation of the assigned detector according to the manufacturer’s manual.
- Ensure that all signs of metallic material have been investigated and eliminated, ruling out or confirming a threat, in the lane assigned to you, marking the Reduced/Clear area limit according to the marking system.
- Follow Crew Chief’s instructions to initiate Lane Clearance/Reduction.
- Reduce/Clear the assigned lane strictly following the DRC-ACM and NTC POA.
- If you locate any suspicious object or MAP/AEI/MSE component, you must stop, notify the Team Leader and, from a safe distance, indicate the indication to him. If confirmed, you must mark and close the lane.
- He will inform the Team Leader of the progress of a lane and return to the Base Line, resuming work on a new path as indicated.
- Maintain and preserve the equipment in good condition and clean.
- Request the Team Leader for the items necessary for your work.
- Comply at all times with the orders given by the Team Leader in the development of ET/D work and/or the maintenance of administrative areas or accommodation.
- Responsible for your own safety and self-care.
ENT Assistant Responsibilities:
- Study and analysis of available information (Municipal File, IMSMA events, etc.).
- Assist the Team Leader in planning field information gathering tasks.
- Collect available information through a detailed analysis of existing evidence with all sources of useful information, which refers to the suspicion or presence of Explosive Devices, in the assigned areas.
- Assist the Team Leader in the analysis and diagnosis of the areas/sectors studied, which allows for the conclusion of the state of contamination or non-contamination.
- Assist the team leader in marking Hazardous Areas or Confirmed Hazardous Areas through the collection and analysis of information and evidence.
- Assist the team leader in an initial visual recognition of the Explosive Devices located in the investigation areas.
- Collect relevant information for the completion of regulatory documents of interest to the organization and its different programs.
- Assist the team leader in defining intervention prioritization levels.
- Facilitate the development of DRC-ACM activities, through the corresponding Community Liaison.
- Follow the operational procedures developed by the organization and approved by the National Authority.
- Support, as required by DRC-ACM management, other components of the land release process.
- Be willing to be transferred from one workplace to another according to the needs of the organization.
Community Liaison Responsibilities:
- Formally present DRC -ACM to local and community authorities.
- Present the objectives of the DRC-ACM presence in the areas of intervention.
- Encourage the participation of local and community authorities in the process of executing ET/D tasks.
- Obtain relevant information about the community (e.g. population size and movements, main livelihood or main sources of income, and socio-economic issues).
- Obtain information on the Explosive Devices problem in a specific community (history and dynamics of the conflict / Type of Blockade / Development Projects / Prioritization, etc.).
- Identify specific risk groups in the community and understand the risk taking, extent and underlying reasons for MAP/AEI/MSE contamination.
- Provide information on the location and type of Explosive Ordnance required for ET/D and marking.
- Provide information to the affected community about ET/D.
- Ensure that community representatives and/or land users are consulted and involved in the process from planning to completion.
- Support community development based on participation that involves strengthening social capital.
- Provide information on the marking and signaling system of the AP/APC, coordinating with the community the existence of any sign that needs to be added or removed for a justified reason, seeking acceptance of the official signs provided by AICMA.
- Inform the community of the importance of marking an area, emphasizing that no markings should be removed or the area entered while the work is in progress and until it has been handed over by the authorities.
Medical Support, Command and Control:
- Maintain up-to-date first aid and MEDEVAC skills as instructed by the organization.
- Know in detail the MEDEVAC Plans at your work site, base, camps and/or on the road.
- Assist the Team Leader or anyone responsible at any given time in the execution of MEDEVAC in the event of an accident.
Logistics and resources :
- Ensure that the equipment and resources provided are used correctly, keeping them in perfect working order (cleanliness and care).
- Immediately report all damage and/or loss of materials/equipment to the Team Leader.
- If you have an assigned vehicle, you must comply with traffic laws, vehicle care and maintenance, and any other regulations that ensure the care of the vehicle.
- Support daily maintenance activities in areas inhabited by DRC, camp, demining areas and others related to the organization.
Safety and Health at Work
- Actively participate in the formation of the COPASST – Workplace Coexistence Committee – Emergency Brigades, as well as the activities they carry out.
- Comply with the rules, regulations and instructions of the SST SG.
- Report any potential hazards and risks at your workplace in a timely manner.
- Attend SST training defined by the SG-SST training program.
- Ensure that your workplace and work area are kept in order and clean.
- Provide clear, truthful and complete information about your health status.
- Immediately report any work accidents, incidents (near accidents) and illnesses diagnosed as occupational to the SST area and your immediate supervisor.
- Report to the immediate supervisor the need to take corrective or preventive actions, which correspond to real or potential non-conformities of the process to which it belongs.
- Participate in training activities, drills and those scheduled by occupational health and safety.
Cross-cutting responsibilities :
- Attend special training as required.
- Apply humanitarian and DRC principles in the exercise of their functions.
- Be willing to perform other tasks, in which DRC-ACM trains you, for the best fulfillment of the program’s objectives and indicators, for example as a Vehicle driver.
- Comply with the organization’s code of conduct.
- Comply with internal work regulations, local safety standards and all personnel and material provisions.

Experience and technical skills:
- Having worked long shifts in camps and knowledge of the rural environment
- Skills in tools used in the field
- Good physical condition for highly demanding work.
- Ability to handle sensitive and confidential information.
Desirable:
- Completed high school diploma or Technician or Technologist in some area of knowledge.
- Have basic skills in using technological tools
- Basic demining course.
- One (1) year of experience working with communities
- Demonstrable ability to communicate and socialize content to interact with the community and national and local authorities.
- Computer management and data acquisition.

Minimum having completed 9th Grade
