MENA ESCR Advisor At Amnesty International

JOB PURPOSE

The post holder will lead on the MENA Regional Office’s work on strengthening the enjoyment of economic, social and cultural rights, with the aim that States take concrete measures to uphold the rights of everyone – without discrimination – to an adequate standard of living and social security as key drivers of equality, maximising investment of available resources, removing discriminatory barriers protecting the rights of people from deleterious practices of corporate actors and adopting taxation measures that deliver on their human rights obligations.

This role will carry out extensive research and analysis, conceptualise and develop research outputs in the area of economic, social and cultural rights, in particular those related to the Middle East and North Africa, with a view to developing concrete and targeted recommendations that can be used for advocacy and policy engagement with governments and international financial institutions. The ESCR advisor will also provide advice and research design expertise to country researchers to integrate economic justice components and helps inform regional and global thinking about an agenda for economic justice in the region.

ABOUT YOU

You will have experience leading research and campaigns into the area of economic, social and cultural rights, with a solid understanding of how these rights apply to countries in the MENA region.

Fluency in English is essential, fluency in Arabic is highly desirable, in order to conduct research and meetings in the region.

MAIN RESPONSIBILITIES

  • To provide strategic vision and leadership in the areas of economic, social and cultural rights research and analysis, enabling Amnesty International to identify and address new trends or emerging issues in MENA in a timely manner.
  • To proactively identify research opportunities, in consultation with country teams, into violations of economic, social and cultural rights in specific country contexts; leading specifically on information-gathering, fact-finding, analysis of relevant human rights concerns.
  • Write or contribute to the drafting of timely and effective press releases, briefings or reports, opeds, and other internal and external documents in line with Amnesty writing guidelines.
  • Working with country team and advocacy colleagues, develop practical and nuanced policy recommendations for governments, international financial institutions, and other relevant actors the realization of economic, social and cultural rights, and develop and coordinate advocacy initiatives and contribute to campaigning strategies.
  • Provide support and guidance to all relevant regional office’s country projects in the development and implementation of research, advocacy and campaigning strategies on economic, social and cultural rights, including their intersectionality with civil and political rights.

SKILLS AND EXPERIENCE

  • Specialist knowledge and an in-depth understanding of economic, social and cultural rights in at least two countries in the MENA region, ideally with a focus on the right to social security and the right to water.
  • Substantive knowledge of the international economic and social rights legal framework
  • Experience in conducting field work and documentation on economic and social rights issues, as well as expertise in relevant research methodologies.
  • Ability to think strategically and exercise sound political judgement in developing policy positions; experience in conducting advocacy on human rights issues desirable.
  • Excellent written English and the ability to produce clear, persuasive, and concise research documents, policy positions and strategy papers. Arabic reading and speaking skills to conduct research and meetings in the region strongly preferred.
  • Experience of interviewing and dealing in an appropriate manner with witnesses and survivors of human rights violations, as well as with senior government officials, policy makers, and intergovernmental organizations.
