WHO ARE WE ?

Médecins du Monde is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups, in Belgium and the rest of the world. We want universal health coverage where everyone has access to care, without obstacles.

In Belgium and around the world, our projects are aimed at all people who have no or no longer access to health care. In particular, they are structured into five axes: people on the margins of society, children in vulnerable situations, women, migrants or displaced people and victims of crises or conflicts.

To carry out our mission, we base ourselves on three pillars:

  • Treat : provide real access to care for populations.
  • Change : more than helping, we want to change things in the long term.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the authorities (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values ​​common to our entire organization: Social Justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

In 2003, Tunisia ratified the Palermo Protocol, additional to the United Nations Convention against Transnational Organized Crime, then adopted an Organic Law in 2016 relating to the prevention and fight against trafficking in persons (Law n°2016-61 of August 3, 2016). The Law established the National Authority for the Fight against Human Trafficking (INLCTP) whose mission is to develop a national strategy for the prevention and fight against trafficking.

Tunisia experiences two forms of trafficking (according to the exploratory study of the International Organization for Migration / IOM in 2013):

  • Internal trafficking: which mainly affects Tunisian children, but also women. Tunisian girls and boys are exploited for forced labor and sexual exploitation. Boys are particularly exploited for selling small items on the street and criminal activities. Concerning adults, women are victims of trafficking for the purpose of sexual exploitation.
  • International trafficking: The study hypothesized that Tunisia could be a transit country for transnational trafficking networks and identified groups of individuals as being at risk of trafficking and in need of preventive measures . These included, among others, irregular migrants or asylum seekers. This hypothesis has since been confirmed, particularly in the consequences of the crises and conflicts experienced by the countries of Sub-Saharan Africa and more recently Sudan.

Médecins du Monde (MdM) intervenes in both forms of trafficking by providing direct assistance and protection to Victims of Trafficking (VT) and through community-based activities with the aim of involving communities and social inclusion of survivors. As a partner of the National Authority to Combat Human Trafficking, MdM is part of the National Referral Mechanism and supports the detection, identification and referral of victims of trafficking (153 VTs in 2021-2022) but also capacity building for institutional partners and civil society (23 people in 2021).

MdM estimates the real number of trafficking victims as largely underestimated due to an insufficient detection capacity of protection actors and an insufficient mobilization of communities in prevention and detection.

As part of the support offered to victims of trafficking, psychological first aid (PSP) plays an important role. They help to mitigate the immediate and long-term negative psychological impact of the traumatic experiences that these people have suffered, whether through the validation of emotions, emotional support or even support for adaptation and resilience mechanisms. .

Description of the consultancy

The objectives of the mission:

  • Develop a training module for trainers in psychological first aid intended for Médecins du Monde staff who will deploy it to four targets: i) Médibus volunteers; ii) Community Relays (ReCos); iii) Health professionals; iv) Associative partners
  • Develop a trainer’s guide including the methodology and educational tools that will be deployed as well as the learning evaluation tools
  • Develop training support for the final beneficiaries of the training (volunteers, community relays, associative partners and institutional partners) as well as learning evaluation tools.

An assessment of the training needs of these target audiences may be included in the mission.

DELIVERABLES

Deliverable 1: A methodological note including the training methodology, the educational tools offered and the learning evaluation tools as well as a detailed schedule.

Deliverable 2: Training support intended for MdM staff (training of trainers) as well as a guide for the trainer.

Deliverable 3: Training support intended for the final beneficiaries of the training, training needs assessment tools as well as learning evaluation tools

Deliverable 4: A mission report

EXPECTED PROFILE

  • Master in Clinical Psychology
  • Expertise in migration and human trafficking
  • Similar mission experiences
  • Perfect command of French, mastery of other languages ​​is an asset;
  • Analytical mind and synthesis skills;
  • Excellent writing skills.

A technical offer including:

  • A methodological note with the number of days necessary to accomplish the mission (number of days worked), the detailed schedule and the choices of approaches, methods and work tools.
  • An updated and detailed CV with at least three references from similar missions.

A financial offer including:

  • A detailed financial proposal also taking into account the costs linked to the organization of the mission (travel expenses, per diem, accommodation, etc.). Your offer must contain the amount excluding VAT* as well as the withholding tax percentage.
