The American Bar Association Rule of Law Initiative (ABA ROLI) was established in 1990 as a public service project of the ABA to promote the rule of law around the world and has implemented legal reform programs in more than 100 countries. Together with partners including judges, prosecutors, lawyers, bar associations, law schools, court administrators, legislatures, ministries of justice, and social organizations, ABA ROLI designs programs that are responsive to local needs and that prioritize sustainable solutions to pressing rule of law challenges.

Program Background

The “New Advocates for Mexican Justice Program”, a 9-year-long program funded by the United States Department of State Bureau of International Narcotics and Law Enforcement Affairs (State/INL) and implemented by the American Bar Association Rule of Law Initiative (ABA ROLI), aims to support and strengthen Mexico’s consolidation of an oral, adversarial, and accusatorial criminal justice system. Specifically, the Program has four objectives: 1) support law schools with the capacity to properly train in litigation skills for the New Criminal Justice System (NCJS); 2) support Mexican law schools with the capacity to properly train in mediation for the accusatorial system; 3) support law schools with mechanisms for continual improvement of teaching practices for the Mexican accusatorial system; and 4) place trained law school graduates in government agencies that are involved with the criminal justice system.

Field Financial Manager for ABA ROLI Mexico

ABA ROLI is seeking a Field Financial Manager that will lead financial and administrative management of the ABA ROLI office in Mexico.

The Local Finance Manager reports to the Country Director of ABA ROLI Mexico.

The Local Finance Manager also maintains constant communication with the Finance team in Washington, D.C, as well as finance staff and program staff in the Mexico office.

Responsibilities:

  • Principally responsible for managing office funds, including bank accounts and petty cash
  • Prepares detailed monthly expense reports in QuickBooks and/or Chromeriver
  • Records monthly expenses in QuickBooks and/or Chromeriver
  • Prepares monthly financial reports in Excel
  • Performs monthly bank reconciliations
  • Performs monthly reconciliations of ABA funds
  • Prepares monthly cash forecasting for the office
  • Promotes and meets the reporting and financial management requirements of donors and the ABA
  • Manages compliance with local tax and accounting laws
  • Review the payroll of staff and local tax payments prepared by an external Accounting Firm
  • Maintains the timesheets of resident (local) staff and keeps track of leave time
  • Assists in the preparation of programmatic budgets, including budget narratives, as needed
  • Coordinates and liaises with finance staff based in Washington, D.C.
  • Works with the Country Director and/or Program Director and D.C. program staff, and local staff on all matters related to finance and administration
  • Trains resident staff on issues related to finance and compliance with cash management policy
  • Maintains policies and procedures in accordance with ABA ROLI, local law, and donors’ rules and regulations
  • Manages the procurement rules established by ABA ROLI
  • Maintains files of all contracts, agreements, and supporting documents
  • Maintains inventory and property lists
  • Provide financial training to grantees, as needed
  • Any other relevant task determined as necessary for the position by ABA ROLI or the Country Director and/or Program Director

Basic qualifications

  • University degree in Accounting, Management, or related fields
  • Extensive experience in financial management 4-7 years, preferably in a non-profit environment
  • Extensive experience with financial management software and accounting spreadsheets, including Excel
  • Experience working in an international organization
  • Excellent English language skills, as all financial reports, trainings, and forms used are in English
  • Availability to travel outside for training or assistance with program coordination
  • Knowledge of USG regulations; OMB A-122, OMB A-110, OMB A-133

Preferred qualifications

  • Proven experience working in Mexico
  • Proven experience working with QuickBooks and/or Chromeriver
  • Master’s Degree in Finance, Management, or related fields
  • Experience in financial management of United States Government-funded programs
  • Experience working in a professional environment with people from diverse cultural backgrounds.
