Mexico Support Manager At Norwegian Refugee Council

The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization based in Oslo, Norway that works in more than 40 countries offering humanitarian assistance to the most vulnerable populations. NRC has been responding to growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal assistance, education, shelter and infrastructure, water and sanitation, and livelihood interventions.

NRC is an organization with a high international reputation in humanitarian assistance and has been working in Latin America for more than 30 years, leading humanitarian action in many of the countries where it operates.

In Mexico, NRC has been collaborating with local partners since 2019 and is currently expanding its reach, initiating activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, giving assistance to displaced people in the intervention areas of the country.

1. Objective

The purpose of the Support Manager position is to lead the support functions in the NRC Mexico Office, as well as consolidate and centralize all support needs (finance, human resources and logistics), acting under the regulations and standards of NRC in Oslo , in Mexico and consulting the requirements of donors.

2. Main Responsibilities

  1. Management of support personnel, such as Finance, Human Resources and Logistics.
  2. Member of the Area Management Group.
  3. Compliance and adherence to NRC policies, guides and manuals, and donor/auditor requirements.
  4. Provide contributions in operational support to the Area’s action plans, and coordinate and align operational support with the program plans at the Area level.
  5. Responsible for ensuring quality in the support area in the implementation of projects.
  6. Facilitate the area Support budget, budgets at the area level, including shared costs (Z).
  7. Responsible for preparing periodic area reports for Area Management.
  8. Responsible for the implementation of new SOPs, guidelines and specific technical tools for each area in human resources, logistics, administration and finances.
  9. Facilitate the training of program staff in financial, logistical, human resources and internal control procedures.
  10. Responsible for the technical training of support staff (Human Resources, Logistics, Administration and Finance).

3. Professional Competencies

  • University professional in economic, financial, administrative sciences or related fields (Economics, Business Administration, Public Accounting, etc.), with a postgraduate degree in related areas.
  • Minimum 3 years of experience in positions of financial responsibility, human resources management, administration and logistics, in humanitarian contexts.
  • Work experience coordinating the areas of Logistics, Finance and HR in a humanitarian aid context.
  • Verifiable experience in fiscal matters of NGOs/Civil Associations/Authorized Donee.
  • Verifiable knowledge of labor matters and application of the Federal Labor Law in Mexico.
  • Previous experience working in complex and volatile contexts.
  • Verifiable experience related to the responsibilities of the position.
  • Knowledge of the skills inherent to the leadership and personnel supervision profile.
  • Written and verbal fluency in Spanish and English.
