JOB CONTEXT:

The thirty years’ presence of HI in Mozambique can be divided in 3 key periods:
• From 1986 to 1997: core action of HI on physical rehabilitation
• From 1997 to 2014: core action of HI on demining activities with a range of short/mid-term actions on inclusion & DPOs
• From 2013: progressive shift to VA and Social Protection with still large demining action up to 2015

Humanity and Inclusion Mozambique is on its end implementation of country program Strategy: 2021-2023.
Emergency and Development sectors coexist in Mozambique, creating a diverse, and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortium and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation.

Currently several projects were submitted to donors with focus in Cabo Delgado in consortium with other partners with various components but also focusing on the most vulnerable people in Cabo Delgado from host communities, those internally displaced and returnees and migrants, affected and with distress or with mental health disorders/psychosocial issues and disabilities to regain or to preserve good mental health by accessing quality interventions at community level, primary health care level, and secondary.

DESCRIPTION OF THE POSITION:

Under the responsibility of the Technical Unit Manager and in collaboration with the Operations Manager, Programmer Director and HQ MHPSS Technical Referent, as MHPSS Specialist you will be responsible for:
-providing technical support and regularly following up the MHPSS activities (direct service provision as well as health system strengthening activities)
-overseeing the development and adaptation of technical material, aiming to build the capacity of the PSS workers through face to face or remote trainings and coaching
-supporting the program to develop its strategy within Mozambique, especially regarding the MHPSS and related protection sectors of intervention

Your main responsabilities will be:

PROFILE THOUGHT:

• You hold an advanced university degree (Master’s level or equivalent) in mental health, psychology or related fields from a recognized university or academic institute
• You have at least 3 years of experience in the field of MHPSS
• You have experience of training and technical supervision in the field of MHPSS with INGOs, in protracted crisis as well as in development contexts
• You have experience and/or technical understanding of the protection sector
• You have ideally some experience in public health and health system strengthening
• You have ideally some experience of INGO representation, donor reporting and project development from technical perspective
• You have a comprehensive knowledge of the IASC Mental Health and Psychosocial Support in Emergency Settings guidelines and associated products
• You have excellent written and spoken English – Portuguese would be a plus
• Strong capacity building skills
• You have excellent networking capacities for building constructive relationships government bodies and humanitarian actors
• Strong analytical, organizational interpersonal and intercultural skills Capacity to build and promote partnerships across sectors and with government counterparts
• You demonstrate ability to work in a tensed and volatile context with strict security measures

SPECIFICITIES OF THE POSITION:

Despite the different conflicts in between of insurgencies and internal conflicts affecting the country in Centre and North of Mozambique the security is still fairly good. The living conditions are excellent. Mozambique in particular in the area of interventions are very welcoming and life for foreigners is generally quite comfortable.
The position is based in the permanent Maputo City Programme, covering 3 regions South, Centre and North, which implies field missions to the different provinces, under the conditions of security procedures established by HI.

• 3 months renewable International contract starting from July, 2021
• The international contract provides social cover adapted to your situation:
o Unemployment insurance benefits for EU nationals
o Pension scheme adapted to the situation of our employees: if you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; if you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
o Medical coverage with 50% of employee contribution
o Repatriation insurance paid by HI
• Salary from 2800 € gross/month upon experience
• Perdiem: 417.47 € net/month – paid in the field
• Paid leaves: 25 days per year
• R&R: 1 day per month
• Position: unaccompanied
• Housing: collective taken in charge by HI
