Under the overall supervision of the Chief of Mission (CoM) in Niger, the direct technical supervision of the Chief Migration Health Officer (CMHO) in IOM Ghana Country Office and administrative supervision of the Movement Operations Manager in IOM Niger, the successful candidate will be responsible for the management of the Migration Health Assessment Unit (MHAU) in Niamey, Niger.
Core Functions / Responsibilities:
1.Supervise the Migration Health Assessment Unit (MHAU)’s migration health assessment process to fulfil the technical requirements of the resettlement countries in the areas of:
• Medical examinations;
• Laboratory testing;
• Tuberculosis management;
• Treatment and referrals;
• Pre-departure procedures and medical movements;
• Documentation, certification and information transmission;
• Review of Medical Assessment Forms (MAF);
• Provision of required information on medical escorts or special requirements of beneficiaries to
Operations in a timely manner; and,
• Other technical areas as may be required.
2.Support and coordinate the health assessments activities based on donor requirements for refugees and migrants, including review of medical history, fit for travel verifications, physical examination, evaluation of Chest X-ray (CXR) and/or review of the lab results in accordance with the technical guidelines of the resettlement countries.
3.Ensure that the infrastructure and equipment of the Migration Health Assessment Unit (MHAU) meet the professional standards of quality and safety, are sufficient and adequate for the provision of the services.
4.Adequately plan health assessments and ensure that medical staff have necessary qualifications and skills to conduct health assessments. Contribute to the building of the network of external human resources, such as Consultants and Medical Escorts, to support the health assessment process and travel assistance. Ensure close collaboration with the Movement Operations Manager and the Operations Unit in IOM Niger and ensure full adherence of the medical teams to the Standard Operating Procedures (SOPs) for communication and required changes to logistical arrangements surrounding health assessments.
5.Inform the CoM, the Movement Operations Manager, CMHO and Procurement and Logistics Officer about the MHAU’s health activities, logistical and movement requirements in a timely, coherent and conclusive manner, through bi-weekly update reports on the Health Assessment activities.
6.Maintain efficient, client-centered procedures with a high level of integrity at all stages of the Migration Health Assessment process, including client information and appointment system, payment, registration, pre- and post-test counselling, examination, testing, treatment and referrals submission of health assessment results, pre-departure and other procedures. Establish within the MHAU a system enabling clients to provide feedback.
7.Maintain a system of quality improvement for each service area within the MHAU. Coordinate and manage the quality control activities on a regular basis, including practice observation, desk audits and use of self-assessment tools. Use data analysis and web reporting system to monitor performance indicators. Ensure implementation of the global IOM SOPs; provide technical inputs and implement MHAC specific SOPs for each service area. Ensure proper reporting and management of incidents according to the IOM Migration Health Division (MHD) Guidance Note for Incident Management.
8.Collaborate with the CMHO and Regional Health Assessment Programme Coordinator (RHAPC) in Nairobi to incorporate additional public health interventions in the HAP context, in close coordination with the COM and the Public Health Officer (20058084) in IOM Niger Interventions may include surveillance for communicable diseases, outbreak preparedness and response, health education and health promotion, public health services for host communities, liaison with public health institutions and other activities.
9.Oversee health and non-health staff, as well as external Consultants involved in the health assessment process; ensure that performance evaluations for staff are completed in a timely manner. Ensure that all staff are aware of the IOM Standards of Conduct, and continuously reinforce these standards. Immediately inform the CoM of any suspected misconduct in the MHAU.
10.Facilitate the MHAU staff development activities in coordination with the CMHO and Human Resources Officer in IOM Niger to ensure that the appropriate staff development plan is implemented. Within that plan, apart from attendance to external educational events, initiate and contribute to the organization and delivery of various professional in-house trainings.
11.Maintain contacts with external service providers to negotiate agreements in coordination with Senior Resources Management Officer (SRMO). Exercise quality control over outsourced services and take corrective measures if necessary.
12.Systematically collect, process and review migration health data according to guidelines shared by the CMHO and RHAPC. Ensure data quality and provide periodic, as well as ad-hoc reporting to the CMHO on migration health activities in Niger.
13.Oversee the financial aspects of the MHAU in close coordination with the Finance Unit, and the Regional Programme Support and Administration unit in the Regional Office in Nairobi and Finance Unit in IOM Ghana. Review draft budgets, suggest adjustments and cost-effective solutions and review financial reports.
14.Monitor and oversee the procurement of medical equipment, vaccines, medication, and other medical supplies in coordination with the CMHO and the Resource Management Unit in IOM Niger and the Resource Management Officer in IOM Ghana.
15.Facilitate the integration of health assessment activities into the overall migration related programming in close collaboration and coordination with the various teams in the country office.
16.Perform such other duties as may be assigned.
Required Qualifications and Experience:
• University degree in Medicine from an accredited academic institution with at least four years of professional experience; or
• University degree in Medicine from an accredited academic institution plus Master’s Degree in Community or Public Health, Medical Specialization in Infectious Diseases, Tropical Medicine, or other related fields from an accredited academic institution with two years of relevant professional experience.
• Working experience in the domain of medicine, three years of which is continuous clinical experience (either in clinical set-ups or immigration / resettlement medical examinations or health assessments);
• Experience with team management/ supervision is required, preferably within the context of immigration/resettlement medical examinations;
• Knowledge and experience with the health segment of Unites States Refugees Admission Programme (USRAP), as well as experience in the provision of immigration medical examinations for Australia, Canada, UK and New Zealand;
• Experience in managing health assessment programmes of a significant size, management of resources and personnel within migration health or public health projects;
• Experience in Tuberculosis, migration health or other communicable disease control programmes among refugees and migrants in an international organization, UN agency or hospital;
• Experience with occupational health issues related to crisis and in developing countries;
• International experience in global public health issues, emergencies and policies; and,
• Experience in liaising with governmental and diplomatic authorities as well as national and international institutions.
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
