Counterpart is currently accepting CVs for a Migration Specialist Consultant for the USAID-funded Strengthening Democratic Governance IDIQ ($90 million) and Public Effectiveness and Localization TO 1 in Honduras. The purpose of the IDIQ is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while also strengthening civil society, to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy. The purpose of TO 1 is to 1) Improve the effective governance capacity, transparency, accountability and citizen-responsiveness of GOH institutions; and 2) Provide localization, learning, adapting, monitoring and information support services to implement activities for all task orders and objectives of the SDG IDIQ.
The Migration Specialist Consultant will support the SDG project by conducting an Irregular Migration Analysis and Plan (IMAP) to guide the program’s technical understanding of the dynamics causing and shaping irregular migration from Honduras, with particular attention on the role, experience, and unique impacts of irregular migration for young Hondurans. The content and structure of the IMAP must include:
- A description of the irregular migration and/or reintegration context of the Activity at the national and municipal levels, and, wherever possible, at the community and target population levels. This analysis should include known drivers of irregular migration and challenges facing especially vulnerable subgroups of migrants and/or returnees.
- Proposed migration-related interventions aimed at reducing irregular migration and/or encouraging the reintegration of returned migrants to be incorporated into implementation. Observing Do No Harm principles to reduce perverse incentives for irregular migration and/or to protect returned migrants involved with the Activity is required. At a minimum, an Activity must include a training and awareness agenda on irregular migration for staff, collaborators, and beneficiaries.
- A discussion of the potential opportunities, challenges and partners for migration related activities is required, emphasizing CLA components and deliberate coordination among stakeholders (within and outside an activity’s influence) that enhance collective effects on irregular migration and/or reintegration.
- Articulate a theory of change (ToC) that links Activity results to reduction of irregular migration. Activity’s ToC must include proposed custom migration-related indicators at each appropriate level.
The Consultant will report directly to Brianna Radosti, Associate Director of Governance, but will work closely with Counterpart’s field staff (once hired) to ensure high quality deliverables are executed in a timely manner.
Responsibilities
- Conduct desk research and compile and review secondary sources to establish an evidence base for the IMAP.
- Lead the technical writing of the IMAP, relying on the established evidence base and program documents.
- Work with the field team or local consultants to hold remote calls as needed with any technical stakeholders required to fill in any gaps or answer questions as needed.
- Participate in calls, start-up check-ins, and other meetings as needed to discuss challenges or provide updates on work as requested from Counterpart Honduran or DC staff.
- Provide follow up support to address field team and USAID comments and revise as needed.
It is anticipated that this will be full time LOE until 2/19/24 with part time LOE after the submission to the client.
Qualifications
- Master’s degree or equivalent professional experience in social sciences, migration studies, public policy or a related field.
- Demonstrated experience conducting research (either desk or field work) on irregular migration.
- Demonstrated experience compiling secondary sources for literature reviews and analyses.
- Demonstrated experience in supporting the development of program design and action plan development for migration or governance programming.
- Previous experience working in Honduras or Northern Triangle preferred.
- At least 3 years’ experience working on USG or donor funded programs required.
- Demonstrated interpersonal skills and ability to communicate effectively.
- Excellent organizational, analytical, oral, and written communication skills.
