Mission France – MANAGER OF THE SOMATIC CENTER in Ile de France M/F At Doctors Without Borders

Médecins Sans Frontières , an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened: mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or even exclusion from care. The French section is present in around thirty countries.

As part of a replacement and an increase in activity, we are looking for a: MANAGER OF THE SOMATIC CENTER in Ile de France M/F.

Context :

Since 2017 Médecins Sans Frontières has managed a Day Center in Pantin (93) for Unaccompanied Minors, and provides support through three areas of activity: socio-legal, somatic health and mental health. This operational program is supplemented by an accommodation system, called “Passerelle” and located in Sevran (93), and a Mobile Clinic operating in Ile de France.

Main mission :

– Ensure the adequate functioning of medical and paramedical activities under his responsibility, by defining and implementing MSF rules, protocols and procedures, and by guaranteeing the quality of medical care in order to improve the health of the targeted population.

– Under the supervision of the Deputy Project Coordinator, and where applicable the Project Coordinator: Collaborate with the Unit Managers to ensure an interdisciplinary approach to case management.

Responsibilities :

– Coordinate, evaluate and supervise the adequate functioning of the medical activities of the Somatic Center of the Ile de France Project: PEC and medical monitoring of patients followed within the framework of the Pantin center, accommodation and the mobile clinic) in accordance with the protocols and MSF procedures as well as the adequate collection of patient medical data and their analysis.

– Control all administrative patient monitoring procedures (establishment of a personal file, registers, patient referral, medical certificates, attestations, etc.) to ensure compliance with MSF procedures.

– Prepare the orders required for the implementation of medical activities under his responsibility, identify non-medical needs (supports, infrastructure, transport, etc.) and communicate them to the hierarchical superior.

– Plan and supervise, in close coordination with the human resources department, the personnel management of the activities under its responsibility (recruitment, training, performance evaluation, development and internal communication) in order to guarantee adequate resources (staff and knowledge) and develop their skills.

– Coordinate and monitor the daily work program of the team under his responsibility (absences, leave, monitoring of absences, etc.).

– Ensure the efficient management of the pharmacy and medical equipment, and control their rational use.

– Participate in the monitoring of programs and projects, supervise the medical activities under his responsibility, ensure the achievement of their objectives and communicate to his manager any problem occurring in the center.

– Participate in monthly reporting according to guidelines (i.e. minutes, medical statistical reports, etc.) and annual planning as well as calculation of the project budget.

Coordination, HR and Management:

– Assess the health needs of beneficiaries and, in collaboration with the project coordinator and the deputy project coordinator, identify appropriate reference structures to meet these needs (including multidisciplinary care needs, in collaboration with those responsible for other poles).

– Update the mapping of the actors concerned and share it with the teams under his responsibility.

– Work in close collaboration with health structures, partners and associations identified for beneficiary referrals in order to guarantee correct care. Report any barriers to care listed in the follow-up file.

– Support the teams under his responsibility in the management of complex cases, for which treatment obstacles arise.

– Inform the deputy PC (if applicable the PC) of any difficulty in the implementation of the activity under his responsibility.

– Implement all medical care protocols and hygiene procedures (both within the mobile clinic, the Pantin center, and in accommodation locations) and check that the teams follow the same standards , in order to guarantee the quality of care and practices.

– Coordinate, evaluate and supervise the activity of the Mobile Clinic: management of the team of volunteers and employees), collaboration with the Logistics Manager and the HR/FIN Manager in order to guarantee its operationality.

– Under the supervision of the Deputy Project Coordinator and in collaboration with the Accommodation Manager, establish a rotation schedule for the somatic center team so that a medical presence and “in situ” care is guaranteed within the premises accommodation.

Reporting:

– Supervise the filling of the database in its entirety (regarding medical data) by the medical team.

– Be responsible for verifying and analyzing the collection of medical data entered during consultations by the team under his responsibility, and for the preparation of the monthly medical report (sitrep etc.)

Multidisciplinary:

– Participate in multidisciplinary team meetings with other centers, and discuss any specific problems in complex cases identified by the teams in order to ensure overall care, putting the patient’s well-being at the center of the discussion (including for guidance of young people for protection reasons: sexual exploitation, victims of violence, trafficking, sexual violence, torture, etc.)

Advocacy and com:

– Collect information concerning the obstacles to care encountered by beneficiaries of the entire Ile de France Project, and any problems not yet listed.

– Supervise (or if necessary take part) in the survey work for advocacy purposes, through questionnaires to be submitted to beneficiaries, in collaboration with the mission’s Advocacy Manager.

– In collaboration with the advocacy manager, respond to other possible requests regarding advocacy topics.

– In collaboration with the Communications Manager and managers of other centers, participate in the identification of young people and/or other patients who could meet the criteria for press requests.

Required profile

Training:

– Required: Medical diploma, midwifery or IDE

– Desirable: training/DU in the field of migration, transculturality, human trafficking, sexual violence, torture, psycho trauma, etc.

Experience :

– Two years in a similar position of responsibility, experience required with MSF or other NGOs

– Desirable experience in the field of public health, health promotion and education

– Knowledge of the French health system, child protection, foreigners’ rights, reception and care systems for unaccompanied minors.

– Experience with an audience of adolescents and/or young girls with specific issues linked to a complex migratory journey (entrapment, trafficking, prostitution, sexual violence, etc.).

Status: Fixed-term contract (CDD) 12 months, renewable .

Terms :

€3,351.74 gross monthly over 13 months. 22 days of RTT per year. Supplementary health care 100% covered by Médecins Sans Frontières. Restaurant vouchers with a face value of €11.00 (60% covered by MSF). 50% coverage of public transport fare or equivalent.
