Médecins Sans Frontières (MSF), an international humanitarian medical association founded in 1971, provides medical assistance to populations facing crises that threaten their survival and is present in around thirty countries.

We are looking for a:

Mobile Implementation Officer (MIO) – Innovation WatSan

The Logistics department is involved in the construction of buildings, management of drinking water and energy supplies, waste and wastewater management, control of disease vectors and management of the motor fleet and telecommunications.

The WatSan Innovation team is responsible for identifying and testing new technologies and practices that can address WASH issues encountered in the field and the movement’s environmental commitments. It works closely with WatSan technical referents, who are responsible for the development and application of MSF standards.

Mission

Within the MSF OCP Logistics department, in the Innovation team, the WatSan Innovation MIO will be responsible for deploying the solutions to be tested on the selected sites. He/she will be in charge of installing and commissioning the equipment and/or supporting the construction teams when necessary and training the teams in their operation and the monitoring required for adequate feedback. He/she will develop the monitoring protocols and tools in agreement with the WatSan Innovation Referent.

Main activities:

  • Deployment of identified solutions
  • Commissioning
  • Training teams in use and maintenance
  • Implementation of monitoring for the evaluation phase and for the long term
  • Development of required manuals, procedures and monitoring tools

Identified topics:

List to be adjusted according to land availability and development of innovation prospects

  • Sludge drying
  • Disinfection of hospital wastewater
  • Reuse of treated wastewater
  • New water analyses adapted for field use
    Countries planned: South Sudan, Yemen, CAR, Haiti

Deliverables:

  • Visit reports including recommendations for future implementations
  • Test plans and documents required for monitoring installations

Hierarchical and transversal links:

  • Under the supervision of the WatSan Innovation Officer
  • Regular exchanges with MSF OCP Technical Referents
  • Technical support by various partners external to MSF when necessary

Candidate Profile

  • Level BAC +2 to BAC +5, skills in effluent management and/or disinfection
  • Minimum 3 years of professional experience, practical implementation in the field
  • Minimum 1 mission with an NGO, experience with MSF is an asset
  • Language: French and English B2 minimum, Arabic is a plus

Status

  • 6-month fixed-term contract – Full-time. 6-month full-time MIO contract, frequent travel.
  • Field position – remuneration according to the MSF field salary scale and based on seniority and experience.
  • Accommodation by MSF during visits to France according to current policies.

Localisation

Field position with strong interactions with the Watsan OCP Innovation referent based in Paris, as well as with the technical referents based in Bordeaux.

  • Frequent field trips, between 3 weeks and 2 months, with a target of 50 to 70% field work.
  • Apart from field visits, position based in Paris with regular travel to Bordeaux and teleworking possible according to the rules in force in the organization (2 days/week in 2023).
  • Occasional mobilization on emergency missions possible depending on availability and qualifications.
