GENERAL OBJECTIVE OF THE POSITION
The objective of MST Supply Chain Referent is bringing support in priority to the emergency missions, then to the regular one acting as Supply Chain Referent and ultimately provide on-hands support at field level if required.
Due to the high prevalence of emergency in MSF OCBA portfolio, the workload for the supply referent (Emergency & Regular) can be highly impacted. The role of the MST Supply Chain Referent is to take over partially or integrally the supply chain support functions of one or several missions to maintain a quality level of support to MSF missions.
MAIN RESPONSIBILITIES AND TASKS
- Planning & Forecasting.
- Order and budget calculation.
- Local/international order management.
- Local procurement (spend analysis, Sourcing, contracting).
- Transport and importation.
- Logistical stock management/warehousing.
- Mission internal distribution.
- Order and budget calculation.
- Application of procedures & guidelines.

SPECIFIC ACTIVITIES
- Participation Supply Chain Strategy Development of the cells (for the missions assigned)
- Actively participate in decision-making processes related to supply chain management within the cells (Emergency Unit and/or regular Cells), design and implement supply chain strategies for specific interventions and missions, including international and local sourcing, positioning, and sizing of stocks, entry and transit points, transport modes; HR set up; etc..
- Support and assist each mission in the portfolio assigned, updating, and implementing a comprehensive strategy for all pillars of the supply chain, including planning, local purchases, order management, stock management, warehousing, transport, and imports.
- Analyse specific supply chain issues/constraints, identify risks, and implement mitigation measures while ensuring market monitoring and adapting strategies to country constraints.
- Identify opportunities to improve Supply Chain efficiency and assist decision-making for medical and logistics functions, considering operational and budgetary impacts.
- Maintain links with peers from other sections present in the portfolio countries to share information, promote synergies, mutualization and optimize resources.
- Functional management of field teams:
- Functionally manage field teams by supervising, advising, supporting, motivating, and developing the skills of Supply Chain coordinators and all field Supply Chain staff, mobilizing support teams for targeted visits when necessary.
- Ensure main Supply chain progress and issues are appropriately communicated and coordinated with the other functions (Logistics, medical, Finance, HR; etc.) at cell and Mission level and alert on risks and constraints with potential impact on operations.
- Conduct (de-)briefings of Logistics coordinators, Supply Responsibles, Mission Pharmacists, and other colleagues involved in mission supply chain management.
- Participate in the orientation and evaluation of their work in collaboration with the line Manager.
- Ensure the appropriate composition of field Supply Chain teams by advising missions on HR setup and collaborating with the pool management and others Supply referents on matching.
- Participate in the development of Supply teams as a whole and in identifying future leaders.
- Operational Support and Optimization of MSF OCBA supply chain
- Ensure the dissemination and compliance with Supply Chain policies, procedures, tools, and best practices, ensuring their effective application in the cell’s missions and adequate justification of exceptions.
- Provide operational support for managing and following up on international orders and freight for the Cells, collaborating closely with cell’s logistics and medical managers in the preparation, analysis, and tracking of these orders. This includes regular feedback cycles, follow up and specific data-based analysis, such as proactive measures to ensure timely delivery or limit delays.
- Ensure smooth communication and adequate information sharing with MSF-Logistique (or any Supply center), the HQ Stock and procurement officers, while assisting in decision-making regarding transport modes, freight consolidations, and supply strategies, considering operational and budgetary impacts.
- Evaluate and analyse the progress of Supply Chain activities in the cell’s missions, set objectives according to used KPIs, and ensure the implementation of corrective actions if necessary.
- Support the improvement of the quality and accuracy of data linked to the supply chain as well as the availability and optimization of mission Supply chain guidelines and SOPs.
- Ensure the necessary information is reported for activity management and ensure reporting to functional and hierarchical managers.
- Define measures to ensure minimal exposure to fraud risk, in collaboration with the cell’s logistics, medical, and financial managers, as well as internal control.
- Participate in budget preparation and monitoring; specifically monitor supply chain costs and identify optimization opportunities and action plans to achieve them.
- Participate in the life of the Supply Chain department:
- Participate in team and department meetings or other events.
- Contribute to transversal projects and institutional objectives related to the Supply Chain (e.g., reducing the carbon footprint of freight and purchases, Supply Chain transformational topics).
- Collaborate with the business and tools referents (back office) on the continuous improvement of the Supply Chain reference framework and systems.
COLLABORATION & COMMUNICATION LINES
- With colleagues in the Supply Chain Unit regarding methodology, managing support regarding entire mission portfolio and supply chain optimization.
- With colleagues from operations regarding field support: Supply Chain Managers, Mission Pharmacists, Medical, Financial and Logistical Co-ordinators (at mission level), Medical, Financial and Logistical Advisors at cell level
- With colleagues from other functional departments/units (medical, logistical, finance) regarding collaborative topics
- With Procurement Unit regarding mission specific local & regional procurement issues
- With European Supply Centre: resolving issues and optimization (mission-specific) with respective order and transport operators in European Supply Centre
- Intersectional: participation in intersectional platforms, mutualization and continuous improvement projects.
SELECTION CRITERIA
- Degree in Supply Chain or similar.
- Minimum 5 years’ experience in supply chain management, of which at least 3 in humanitarian/emergency context.
- Previous MSF experience is compulsory.
- A significant field experience in Supply Chain with MSF, including experience as a Coordinator (Supply, Logistics) is a strong asset.
- OCBA experience is desirable.
- Experience with people management and coaching is an asset.
- Fluent written and spoken in English and French. Spanish and/or Arabic is an asset.
- Proficiency in Microsoft Office – Very good command of Excel. High level of computer literacy, including experience with MS Office (Very good command of Excel), Power BI, and ERPs
CONDITIONS
- Position based in Barcelona office, when not deployed in the field during missions. (at least 50% of the time in the field).
- Full-time job.
- Duration: Temporary position until end of 2025 with possibility of renewal.
- Annual Gross salary: Level 5 IRP2 + secondary benefits based on MSF OCBA Reward Policy. Subjected to local conditions.
