The GeoAnalytics Center ( www.geoacenter.com ) is dedicated to increasing the effectiveness of peacebuilding activities in the Sahel by using technology adapted to local conditions. GeoA uses technology to strengthen relationships between civil society, government, academia and the security sector to improve development goals, knowledge production and strengthen community resilience.

We are looking for a Monitoring and Evaluation Officer (SERA) for our program in Mauritania. The selected person will be placed under the authority of the Program Officer and the M&E Manager and will be responsible for developing and coordinating the monitoring and evaluation system for the plans, projects and programs of the partner network, in collaboration with his/her hierarchy and other collaborators.

Functions:

He/she will have the following tasks:

Administration and organizational development

  • Provide technical assistance to the Program Manager in their tasks;
  • Participate in the various internal consultation frameworks;
  • Ensure project documentation, periodic file backup, dissemination of results;
  • Prepare the minutes of meetings; Planning, implementation and monitoring-evaluation of programs
  • Ensure the daily management of the monitoring and evaluation system;

Planning, Implementation and Monitoring-Evaluation of Programs

  • Establish and continually improve the project monitoring and evaluation system, ensuring the quality and relevance of the data collected.
  • Oversee the implementation of projects and evaluate their performance with collaborators and implementation partners.
  • Identify difficulties encountered in the preparation and execution of projects and participate in the application of corrective measures;
  • Identification and management of performance indicators, by developing digital monitoring tools, such as Excel dashboards or other specific tools.
  • Supervise the implementation of projects and evaluate their performance in collaboration with field staff and partners.
  • Ensure the regularity of technical reports from field staff and project implementation partners;
  • Use reports submitted by partners and field staff and participate in feedback in collaboration with the program manager;
  • Participate in the preparation of technical coordination meetings;
  • Participate in the preparation of budgets and performance reports (technical and financial), periodic analysis of gaps and correction of changes if necessary;

Coordination and Partnership

  • Coordinate field missions for supervision, monitoring and control of partners involved in the implementation of projects.
  • Ensure regular coordination with implementing partners, organizing follow-up meetings and field missions to monitor project progress.
  • Support the evaluation of projects managed by the NGO;
  • Support the development of partnership at national and international level.
  • Ensure the preparation of technical coordination meetings, actively participating in planning and ensuring follow-up of decisions taken.
  • Provision of technical support and training for project partners based on a comprehensive needs assessment.

Training and Technical Support for Partners

  • Design and deliver technical training to partners, particularly on Excel and other MEAL tools, tailored to needs identified through assessments.
  • Develop training modules on data management, performance indicators and logical frameworks, with an emphasis on practical learning (exercises, quizzes, case studies).
  • Provide ongoing training to partners and field staff on MEAL tools, including software to improve data collection, analysis, and visualization.
  • Oversee third-party monitoring exercises and final evaluations, ensuring that methodologies are applied correctly and results are reliable.
  • Provide ongoing technical support to partners in the use of monitoring and evaluation tools, providing them with regular feedback

Risk Management and Assessment

  • Participate in the evaluation of projects in terms of impact, effectiveness, and efficiency, using appropriate MEAL tools to measure results.
  • Contribute to the development of a risk assessment workbook , identifying potential risks and proposing mitigation strategies.
  • Support the final evaluation of projects and ensure that lessons learned are documented.

Other responsibilities

  • Carry out any other task within his/her skills and assigned to him/her by the program manager;
  • Participate in supervising trainees in their area of ​​expertise.

Qualifications and Skills

  • Hold a BAC+2/3 university degree in statistics, management IT, public health, management or equivalent;
  • Have at least 5 years of professional experience in project management and project monitoring, evaluation, accountability and learning;
  • Proven experience in statistical data analysis and project and program evaluation;
  • Experience in working with NGOs and civil society;
  • Perfect command of spoken and written French;
  • Proficiency in Office computing tools (Word, Excel, Powerpoint) and information and communication technologies;
  • Knowledge of statistical software (Epi Info, SPSS, R, Epi Data), an advantage;
  • Knowledge of databases (Access, SQL Server, Sybase etc.);
  • Ability to work under deadline and results constraints, demonstrating initiative, dynamism and proactivity;
  • Ability to communicate effectively with the various partners involved;
  • Strong written and oral expression skills and real ability to formulate ideas clearly and concisely;
  • Open-mindedness and willingness to demonstrate adaptability and flexibility in relationships with colleagues;
  • Ability to maintain strict confidentiality.
