Monitoring and Evaluation (M&E) Lead At Estonian Refugee Council

Estonian Refugee Council (ERC) is a value-driven non-governmental EU-certified humanitarian organization. ERC was established 21 years ago and currently provides humanitarian assistance to displaced people and other vulnerable people in 5 crisis-affected countries (Ukraine, Georgia, Jordan, Lebanon, and Kenya) and different support services to beneficiaries of international protection in Estonia. Estonian Refugee Council works and provide help in Ukraine since 2014 year and now covered 9 regions with ongoing humanitarian projects and monitoring visits. Our mission is to stand for the rights and well-being of refugees and other vulnerable groups in Estonia and abroad.

We are looking for Monitoring and Evaluation (M&E) Officer to join our international team!

Monitoring and Evaluation (M&E) Officer, based in Kyiv, Ukraine, is responsible for ensuring high-quality programme planning, monitoring and evaluation across the Ukraine country programme by managing and improving relevant M&E systems to keep track and report on programme progress, and to provide technical guidance and analytical support at all stages of implementation. The position is expected to provide high quality technical support during project design and reporting phases, along with taking the lead on all research activities in the Country Office and liaising with HQ technical specialists as needed.

Responsibilities & Key Tasks

  • Support developing M&E plans for projects and programmes in collaboration with proposal writers.
  • Ensure M&E plans are properly implemented in the county office and by implementing partners through consultation, follow-up and training.
  • Collect, clean, analyze, aggregate and visualize M&E data from different projects and programmes, thereby providing input to reporting and communication efforts.
  • Collect and provide relevant evidence for “lessons learned” from projects and programmes to inform further programme development.
  • Regularly collect and analyze complaints and feedback mechanism accountability data to facilitate quality improvements.

Qualifications

  • University degree in a relevant field (e.g. data sciences, economics, statistics, sociology, political science, etc.) and/or previous work experience in the sector.
  • Strong analytical skills, demonstrated experience in data collection, data processing and data analysis tools.
  • Very good computer skills.
  • Well-articulated and fluent in English and in Ukrainian/Russian.
  • Independent, proactive and flexible, solution-oriented and conscientious, with excellent interpersonal skills for working in a multicultural team environment.

Technical Competences: M&E frameworks; logical frameworks, GANTTs, and other monitoring tools; needs assessment frameworks; surveying tools (KOBO, Forms); spreadsheet/data analysis programmes (Excel); data visualization tools
