Enfants du Monde (EdM) is a Swiss non-governmental organization (NGO), specializing in the fields of education and health and working on several continents.
In Chad, Enfants du Monde is implementing, on behalf of the Swiss Agency for Development and Cooperation (SDC) and under the aegis of the Ministry of National Education and Civic Promotion (MENPC), the Program for the Promotion of the Quality of Basic Education (ProQEB) in the provinces of Batha, Moyen Chari, Mandoul and Wadi Fira, the 4th phase of which runs from January 2023 to December 2025. EdM is also implementing, on behalf of the French Development Agency, the Improving Learning for Youth Empowerment (ALAPAJ) program in the provinces of Mandoul, Wadi Fira, Ouaddaï and Logone Oriental.
The ProQEB, in its 4th phase (2023–2025), aims to strengthen the process of institutionalization and scaling up by generalizing the tools, strategies and pedagogical innovations that have proven their relevance and effectiveness. At the same time, in a logic of subsidiarity, the ProQEB will consolidate the strengthening of the technical and institutional capacities of the parties involved in the program to promote the autonomy of these structures in carrying out interventions. As for the ALAPAJ program, it aims to contribute, through education, to the inclusion and emancipation of Chadian populations living in vulnerable conditions, particularly young girls, out-of-school children in peripheral rural areas as well as displaced/refugee populations.
Your Mission
Under the supervision of the Program Director in N’Djamena, you are responsible for the following missions and tasks:
Design and implementation of the monitoring and evaluation system, participation in strategic management
- Maintain and complete, if necessary, the monitoring and evaluation system (including the programme indicator matrix)
- Report on results in terms of activities, effects and impacts as well as approaches to be capitalized on;
- Finalize, in close collaboration with the program team and with external support, a methodology for assessing the quality of learning within the framework of different educational systems (multilingual teaching, basic education – literacy – for young people and adults, etc.);
- Review/develop, in consultation with the stakeholders involved, the systems, procedures and tools for collecting and analyzing data;
- Ensure the digitalization of data collection tools, the configuration of tablets, user training, the implementation of indicator dashboards and their periodic updating.;
- Train and support staff from Enfants du Monde, the Ministry and other partners (operators) in the collection and/or analysis of data;
- Ensure the quality and greatest possible reliability of the data;
- Lead regular meetings on program successes and challenges related to data analysis and participate in the strategic direction of the Programs;
- Maintain the Children of the World Programs database up to date and ensure its compatibility with that of the MENPC in order to facilitate the exchange of data;
- Enrich the sectoral dialogue on SIGE and decentralized management in view of the experience of ProQEB in terms of annual data collection and the type of data collected;
- Inform partners and the MENPC via annual monitoring and evaluation reports allowing a critical analysis of the actions of ProQEB and ALAPAJ
- Coordinate the operational planning process for Enfants du Monde programs in Chad,
- Coordinate the process of developing the program’s half-yearly and annual operational reports and the program’s process and success capitalization documents.
Administration
- Develop and propose the annual budget required for monitoring and evaluation operations;
- Support and supervise monitoring and evaluation work with provincial coordination teams, in close collaboration with stakeholders at the decentralized level of the State;
- Ensure database management and storage of data collection tools.
Your profile
- Higher education (minimum bac + 5) in the field of econometrics, social sciences, management sciences, educational sciences and/or statistics.
- Minimum 7 years of experience in learning assessment and monitoring of similar projects in the field of education;
- Good knowledge of primary cycle assessments (EGRA/PASEC/EGMA/SACMEQ);
- Good command of the digitalization process of data collection tools and Survey Solutions, R and PowerBi software
- Taste for teamwork, ability to work in a position of supporting national partners and in a demanding environment (fragile context);
- Integrity, commitment, proactive and rigorous personality; Perfect oral and written command of French, and good writing skills.
What we offer
Fixed-term contract, until December 2026, according to the conditions in force for a regional expatriate. Position, preferably unaccompanied (without family).
