Monitoring and Evaluation Officer At Chemonics

Job Summary

The M&E Officer will be responsible for development of data quality management processes, including identification of areas that would increase efficiency, as well as assisting in preparation of progress reports and monitoring project activities to ensure achievement of results. The M&E Officer will also design and carry out surveys and collect survey data, manipulate, analyze and interpret complex data sets relating to the Activity, and prepare reports for internal and external audiences using business analytics reporting tools. S/he will also liaise with the LMIS Advisor to create and maintain data dashboards, graphs and visualizations, draw valid inferences and present them successfully to management using appropriate reporting tools. The Officer will also be expected to provide M&E guidance and capacity building to Activity staff and stakeholders in order to realize targeted outputs and outcomes. This position is contingent on award.

Duties and responsibilities of the M&E Officer are outlined below;

· Collect and interpret data, analyze results using statistical techniques and provide ongoing reports with respect to health commodity movements and distribution throughout Kenya. This includes analyzing data from KHIS, KEMSA, MEDS, disease programs and other primary sources to determine reporting rates and stock status of commodities at health facility level. .

· Identify, analyze, and interpret trends resulting from implementation and track indicator progress.

· Work with departmental managers to outline the specific data targets and outcomes for each disease program within the Activity

· Conduct M&E Data Quality Audits in Activity sites in sampled counties in consultation with the county implementing teams.

· Identify new and relevant data collection, analysis, research and evaluation tools with a view to keeping abreast with new technologies in data management and continuously update staff

· Update custom databases related to the Activity and associated stakeholders including Chemonics International and USAID upon request.

· Assists M&E Specialist in preparing Quarterly/Annual progress report.

· Review and analyze reports with the M&E Specialist to identify the causes of potential bottlenecks in project implementation and to enhance quality of reporting.

· Maintain various Activity databases and archive program related data into offline and online portals as applicable.

· Maintaining and logging M&E activities dashboard on weekly basis and preparation of Weekly Activity reports.

· Coordinate and maintain other implementing partner relations on M&E, including training on M&E indicators, target setting, data analysis and reporting where required.

· In conjunction with the M&E specialist, the M&E officer will Monitor and evaluate overall progress on achievement of results and monitor their sustainability.

· Assist Knowledge Management and Communications Specialist to track and document success stories.

· Perform other duties as assigned from time by the M&E Specialist.

Supervision

The Monitoring and Evaluation Officer will report to the Monitoring and Evaluation Specialist
