Context:

Present in Southern Sudan since 2004, IOM has 8 offices across 6 states and employs over 340 staff. IOM currently implements a range of humanitarian assistance, transition and recovery, border management and migration health initiatives in South Sudan, in co-operation with government and humanitarian partners as well as local communities. IOM has capacities in conflict analysis as well as monitoring of forced displacement/population movement, expertise in community engagement, and service delivery across the humanitarian-development continuum.

South Sudan is in a critical transition period. Following the signing of the Revitalized Agreement for the Resolution of Conflict in South Sudan (R-ARCSS) on 12 September 2018, and the more recent formation of the transitional government, the country is facing an unprecedented opportunity to start to recover from the effects of protracted conflict and humanitarian crisis. The

ceasefire has been tenuously holding in most parts of the country, allowing previously displaced populations to return home. Towns that had been devastated by previous waves of fighting started to witness renewed activity, raising hopes for development and growth in the aftermath of years of war.

It is against this backdrop that the World Bank has selected the IOM as an implementing agency for the Enhancing Community Resilience Project (ECRP) that seeks to address an immediate need for basic services in selected areas of the country and strengthen local institutions capacity to better manage inter-communal tensions and resources and deliver on the dividends that the R-ARCSS supplies.

Working together with United Nations Office for Project Services (UNOPS), IOM will be involved in establishing, constructing, and promoting the sustainability of community infrastructure and services. IOM will be responsible for engaging the local communities and ensuring that decision-making processes comport with standards and best practices for community driven development. The ECRP is planned as a three-year initiative starting in September 2020.

Under the direct supervision of the Programme Coordinator (ECRP) in Juba and in close collaboration with the supporting departments of IOM South Sudan Country Office (CO), the successful candidate will supervise the development and implementation of Monitoring and Evaluation (M&E) activities and produce evaluation reports, data, and analysis for the ECRP project.

Core Functions / Responsibilities:

  1. Coordinate and manage the development and maintenance of the ECRP M&E system (Fulcrum) and online dashboard, ensuring compliance with donor agreements and project requirements.
  2. Supervise the ECRP M&E staff effectively to ensure comprehensive and detailed coverage of projects through all stages of implementation and to provide relevant information for performance management and evaluation of programme/project activities.
  3. Develop new tools specific to the ECRP project and build local capacity among project teams and partners to systematically use these tools by designing and organizing M&E trainings and other capacity-building tools for programme/project staff.
  4. Review the existing monitoring mechanisms and reporting documents including but not limited to the project-level M&E plans, data collection tools, site visit notes, and final evaluation reports and strengthen where required.
  5. Compile M&E findings using data visualization software and regularly share with relevant stakeholders to ensure that monitoring data is discussed in the appropriate forums in a timely manner.
  6. Stay current and familiar with all aspects of the ECRP in order to provide updates and relevant, up-to-date information to counterparts, share monitoring systems and findings, and discuss avenues for improvement if necessary.
  7. Review and analyze monitoring reports, identify the causes of potential bottlenecks in project implementation, and recommend corrective measures, where necessary.
  8. Contribute to the drafting of reports for submission to the donor, ensuring adherence to programme/project objective.
  9. Contribute to the design and oversight of third-party evaluations and research, including participation in the bids/selection process, regular monitoring of field implementation, and providing feedback on the final reporting.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Science, Business Administration, International Relations, Law, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Strong experience in designing and maintaining database systems (online or offline);

• Proven experience with logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), planning and implementation of M&E systems, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing; and

• Working experience in South Sudan is an advantage.

Skills

• Solid understanding of post-conflict environment and community development, with a focus on participatory processes and joint management;

• Knowledge of Fulcrum software is a strong advantage;

• Excellent knowledge of online cloud sharing systems (Office 365);

• Proven experience in mobile data collection software KOBOCollect/ODK;

• Excellent quantitative data analysis skills using software such as R, SPSS, STATA or Excel;

• Excellent knowledge of qualitative data analysis software (e.g. Nvivo, Atlas.ti);

• Proven experience in data visualization software (e.g. PowerBI, Tableau);

• Good knowledge of Adobe Creative Suit (e.g. InDesign, Illustrator, Premiere Pro); and,

• Excellent drafting skills.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or a local language is an advantage.
