Context:
Irregular migration along the Mediterranean routes is increasingly dangerous for migrants. Crossing the Mediterranean is by far the deadliest route, with recorded deaths of over 45,334 people since 2014 (IOM, 2021).
In addition, human trafficking and other exploitative practices along the route are heavily affecting migrants during their migratory journey along migratory routes.
To meet these challenges IOM, with support from the European Union (EU), has been implementing targeted interventions in 13 countries (Burkina Faso, Cameroon, Chad, Cote d’Ivoire, Ghana, Guinea, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) to protect the security, dignity and rights of migrants along these important and dangerous migration routes and to help in improving the reintegration of returnees through an innovative approach.
This is achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, provision of direct assistance through search and rescue support, identification, referral and direct assistance to vulnerable migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.
The aim is to strengthen the technical and material capacities of authorities and organizations involved in these areas so that they can ultimately take over the policies and Programmes related to the protection and reintegration of migrants developed and/or strengthened in the Region, with a view to improving the governance of migration in the region.

Under the overall supervision of the Chief of Mission, the direct supervision of the Program Support Officer and in close collaboration with the Programme Coordinators of the various thematic areas in the Mission and in coordination with the relevant regional M & E officer, the successful candidate will be responsible for supporting aspects of Monitoring and Evaluation (M&E) & Reporting for IOM The Gambia, particularly in relation to the implementation of the on-going EU-IOM Joint Initiative for Migrant Reintegration and Protection. The Monitoring and Evaluation Officer is expected to carry out his/her duties in accordance with strict ethical standards and with due respect for gender and socio-cultural sensitivities.
Core Functions / Responsibilities:
- In close coordination with Programme Coordinators of the various thematic areas, assist in the development of M&E tools and their adjustment to the needs and information requirements of the respective projects and the overall M&E system.
- Assist in regularly collecting, maintaining, analyzing and reporting on log frame indicators, in line with M&E frameworks. Generate and extract updates for internal and external use.
- Compile and conduct preliminary analysis of collected data required for the generation of statistical and analytical reports in line with the mission’s adherence to the data protection policy. Bring issues related to data integrity, quality and consistency to the attention of the supervisor.
- Draft specific components for the preparation of tailored M&E information and knowledge products and participate in the dissemination of the same in coordination with the Communication and Awareness Raising Unit.
- Assist in the development and implementation of external and internal evaluations.
- Draft portions of interim and final reports to donors in adherence to project description, logframe and institutional reporting requirements of IOM and the donor.
- Under the guidance of Programme Coordinators, participate in monitoring visits to field sites, and assist in identifying and tracking follow-up actions related to respective M&E Plans.
- Provide technical information to project staff on M&E activities, such as on survey design, data collection and analysis.
- Prepare preliminary evaluations on the mission’s internal capacity for M&E and support specific capacity enhancement modules.
- Comply with and implement IOM’s Institutional Guidance on M&E.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Social Research Methods, Statistics, Monitoring and Evaluation, Communication for Development, Social Science, or a related field from an accredited academic institution; or
• University degree in the above fields with two years of relevant professional experience.
Experience
• Field experience in the Migration, Humanitarian or Development fields, focusing on project monitoring and evaluation;
• Experience in liaising with donors, governmental authorities, other national/international institutions and Non-Governmental Organization (NGOs); Experience in data collection (surveys in particular); drafting statistical & analytical reports;
• Experience in the development or review of log frames and reporting;
• Work experience in/familiarity with the West African region is an asset.
Skills
• Excellent reporting and writing skills in English;
• Demonstrated knowledge of development of data collection tools, their administration and evaluation techniques and practices;
• Excellent level of computer literacy, including database applications, statistical software such as PowerBi, R and SPSS;
• Knowledge of the broad range of migration related subject areas dealt with by theOrganization;
• Knowledge and understanding of the migration issues in the region is an advantage.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
