Department
The People Management Unit (PMU) is responsible for designing and implementing team management and DEI-related learning events for multiple MSF sections, including the Ways of Working (WoW) courses. The PMU is a global team with team members currently based in North America, Europe, and West Africa. Facilitation teams are recruited and contracted globally.
The PMU’s programs are designed to contribute to the professional development of MSF staff and prepare them for more senior roles, while also contributing to the overall operational success of MSF projects. The PMU’s programs support changes in MSF’s workplace environments and learning culture, as well as foster the implementation of new ways of working within MSF. This role is part of a team which tracks progress and accompanies teams through these transitions.
Project
The PMU is building its capacity to monitor and evaluate learning events to better understand how these impact participants, their teams and their projects. Our M&E program is also integral to a continuous process which develops and improves our learning activities and materials.
The PMU Monitoring and Evaluation (M&E) Officer will join another M&E Officer implementing the monitoring and evaluation framework for the WoW program which aims to understand how field teams implement learning in their workplaces, and to support the design and development of future learning events.
The M&E Officer is managed by the PMU Director. The role coordinates with other PMU team members and colleagues in the movement to ensure good standards in data management practices, to provide technical advice as needed, and to conduct information gathering through workshops or meetings to inform the design of M&E tools.
Scope/Tasks
This role will help establish and maintain data collection, data analysis and evaluation practices for all core PMU activities, in particular the WoW courses and the Mentoring and Coaching program. Key objectives for the PMU Monitoring and Evaluation (M&E) Officer will be to:
- develop and implement monitoring and evaluation activities for the PMU’s learning and development programs in order to collect and analyze data.
- work closely with the other PMU M&E Officer to implement the M&E framework for the WoW program
- implement a data management plan for all data processed as part of the WoW program to ensure good data management practices and compliance with data privacy, protection and security regulations.
- collate and analyze program data, developing and maintaining dashboards of key metrics to help us continuously improve our programs and demonstrate the impact of our work.
- conduct regular reviews of M&E program tools and practices to update and refine the M&E strategy, including the program theory, data management practices, the monitoring and evaluation plans, data collection tools, and others.
- create and disseminate reports on findings from the M&E program to encourage engagement from stakeholders, in order to build awareness and understanding of how skills development, behavior change and learning can be measured and evaluated within MSF
- develop and work with a network of L&D and M&E colleagues in MSF Evaluation Units and Learning and Development departments to ensure consistency in how we capture core data points, and support the development of learning metrics and evaluation tools through sharing good practice.
- identify ethical and cultural issues to ensure that everyone’s participation in M&E activities is based on informed consent and that their contributions remain confidential.
Once established in your role, you should expect to work autonomously on some projects and collaboratively with another M&E Officer on common PMU projects. You will have the opportunity to attend meetings, training and/or seminars to gain information and/or skills to understand the scope and goals of each program. You will be working with data collection methods such as surveys and questionnaires, focus groups, qualitative interviews, and employee databases and will need to be comfortable working with different software programs. As well as being responsible for putting data collection methods into place, you will work with diverse MSF stakeholders to ensure high rates of participation and engagement in monitoring and evaluation activities, following up as needed to ensure data is comprehensively captured and analyzed at the conclusion of each course and in the following year.
This role will contribute to the development of PMU’s annual plan, identifying metrics to monitor the progress of core activities, as well as suggesting new projects to supplement core metrics and provide ongoing research. You will attend PMU meetings to share practices and results with the team, provide feedback, and review the development of the M&E strategy and activities.

WORKING ENVIRONMENT
Extent of Public Contact
PMU Monitoring and Evaluation Officer has limited, if any public contact. Questions related to the WoW Training courses will be referred to the WoW Program Manager or WoW Technical Referent.
Within the MSF movement, the PMU Monitoring and Evaluation Officer may interact with all levels of staff, field workers and colleagues primarily within OCP, but training interaction may also include participants from other OCs, Epicentre and/or the MoH.
Working Conditions, Travel and Environment
This position can be based in a number of MSF locations but it cannot be guaranteed that all MSF offices will be able to host this role. The work location of this role may be reviewed in 2024 or 2025.
While performing the duties of this job, the PMU Monitoring and Evaluation Officer is required to sit (or stand) for long periods. Must be available to work before 9:00 am, and after 5:00 pm or on weekends, as required. Some flexibility required as not all MSF offices, missions, team members and collaborators may be available during regular U.S. EST working hours.
The PMU Monitoring and Evaluation Officer should be prepared to work either from an MSF office, virtually from home or when circumstances allow a hybrid working model to be adopted, from an MSF office. If the role is being hosted by an MSF section outside the United States then the M&E Officer will be required to follow the rules and regulations of the hosting officer. As such, the PMU Monitoring and Evaluation Officer’s working environment must be conducive to working independently and attending virtual meetings, including access to high-speed internet and allowing for focused and uninterrupted periods of time.
From 2023, it is anticipated that the PMU Monitoring and Evaluation Officer will be required to travel to the field several times a year to conduct qualitative research.

PMU MONITORING and EVALUATION OFFICER PROFILE
Qualifications
REQUIRED/ESSENTIAL
- Knowledge of evaluation methodologies, preferably as they apply to L&D activities.
- Experience designing and leading evaluations using a range of qualitative methodologies, especially experience working with multi-cultural audiences
- Previous experience leading or supporting M&E activities, including:
- designing and using data collection methods;
- using and/or adapting to whatever software is being used for data analysis;
- training others to follow evaluation processes; and
- analyzing evaluation data
- Previous experience planning and implementing complex projects, including reporting on activities. Willingness to work autonomously within a collaborative team environment.
- Ability to develop strong relationships with multiple, diverse stakeholders
- A strong communicator, at ease working with individuals and groups, comfortable presenting information in different ways and able to share technical concepts in straightforward language.
- Highly proficient using computers and able to quickly learn how to use the software applications used by the PMU, including Sharepoint, Microsoft Office, Microsoft Teams, Zoom, SmartSurvey, MAXQDA, Salesforce and others
- A passion and commitment for the mission and values of MSF, including a commitment to Diversity, Equity and Inclusion
PREFERRED
- Experience working with an international development or humanitarian agency
- Able to trouble-shoot technical issues (including software / hardware / internet connectivity), and quickly identify solutions
- Knowledge of statistical best practices
- Professional fluency in more than one language (English, French, Arabic, Spanish)
- University degree or technical school certification – preferably in Statistics, Computing or Information Technology (IT) and/or management (HR, Business, Administration, Learning and Development), or another relevant subject
