Expertise France is the interministerial player in international technical cooperation, a subsidiary of the Agence Française de Développement group (AFD group). The second largest agency in Europe, it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Governance, security, climate, health, education, etc. It operates in key areas of development and contributes alongside its partners to the achievement of the Sustainable Development Goals (SDGs).

In France, several mechanisms are available to promote the development of international hospital cooperation: the call for projects organized each year by the General Directorate for Healthcare Provision (DGOS) of the Ministry of Labor, Health and Solidarity (MTSS); intergovernmental framework agreements and interhospital conventions intended to facilitate the training of health professionals in French university hospitals; and the Hospital Networks and Partnerships Project (PRPH) funded by the French Development Agency, previously implemented by the French Hospital Federation (FHF). Following
the transfer in 2009 of the Hospital Partnership Fund (FPH) from the Ministry for Europe and Foreign Affairs (MEAE) to the AFD, the latter successively awarded three Hospital Networks and Partnerships Projects (PRPH) for a total amount of 5.3 million euros. These successive PRPHs have enabled the financing of more than sixty partnerships, mainly in Africa, as well as hospital networks in the South, and events on international hospital cooperation: PRPH1 (2009 – 2012 (3 years); 320,000 euros); PRPH2 (2012 – 2019 (8 years); 2 million euros); PRPH3 (2020 – 2024 (5 years); 3 million euros), currently still in progress.
The Fédération Hospitalière de France (FHF), contracting authority for PRPH2 and PRPH3, has informed the AFD of its wish not to commit to a new phase of the PRPH. On the proposal of the AFD, Expertise France will be able to ensure the contracting authority for the 4th phase of the PRPH (PRPH4), wishing to provide a leading role for the FHF as an implementation partner. PRPH4 is expected to run from 2024 to 2027 (3 years) for a total budget of 4 million euros.
In order to maintain continuity with previous phases, PRPH4 will have the general objective of contributing to improving the quality, safety and management of hospital care accessible to populations in target countries. EF will specifically aim to strengthen partnerships and international hospital cooperation networks, according to three components:
– Component 1: Contribute to strengthening international hospital partnerships
– Component 2: Contribute to strengthening international hospital cooperation networks
– Component 3: Promotion/enhancement of hospital partnerships and networks, provision/dissemination of knowledge on international hospital cooperation.
To do this, the EF Health Department is setting up a project team within the Technical and Transversal Support Center based at the Expertise France headquarters in Paris and composed of at least:
* a Project Manager,
* a coordinator of partnerships and project networks (full-time)
* a project monitoring and evaluation officer (full-time)
* an expert in “Healthcare provision in low- and middle-income countries” (5% of their working time).
This project team is bound by a specific agreement with the AFD which provides for the amount, destination and conditions for making the funds available, as well as the services provided by EF according to a technical and financial offer including a budget, a logical framework and a project timetable.
In this context, under the responsibility of the project manager, and in functional liaison with the DEPSAN Monitoring and Evaluation Coordinator, the project monitoring and evaluation officer will have to carry out in particular the missions below (the following list is not exhaustive, the missions and activities stated are not limiting). Please note that he/she will have to supervise and monitor the activities of several external experts within the framework of rolling missions, in particular trainers in monitoring and evaluation and gender, as well as a capitalization expert. Furthermore, since the project team does not include a Project Assistant at headquarters or a RAF in the field, he/she will be responsible for administrative and financial tasks.

Your main missions?

The following objectives are assigned to the position:
– Contribute to the management and effective and efficient implementation of the project by ensuring its monitoring and evaluation in accordance with the requirements of Expertise France and the donor (AFD) with the support of the DEPSAN monitoring-evaluation coordinator.
– Coordinate the overall monitoring-evaluation and gender integration strategies of the project and support its implementation in conjunction with the project team and its institutional and operational partners.
– Ensure the appropriation and use of monitoring-evaluation-learning tools by stakeholders.
– Ensure the management of project monitoring data, in particular in order to “map” the funded hospital partnership projects.
– Coordinate the project capitalization strategy, in particular with a view to contributing to discussions on the PRPH5.
– Contribute to the project’s communication strategy.
– Contribute, in conjunction with the networks and partnerships coordinator, to the completion of administrative tasks inherent in particular to the management/monitoring of contracts of external experts.

Transversally: Development and implementation of a harmonized M&E framework for the project

  • Refine/improve certain project monitoring indicators, if necessary
  • Implement a participatory monitoring and evaluation system adapted to the project and the implementing partners, taking into account gender issues in particular, as well as collection and analysis tools (forms, databases, etc.) to facilitate monitoring of activities
  • Ensure technical and contractual links with external experts (in particular monitoring and evaluation expert, gender expert, capitalization expert, evaluator, publication expert), in liaison if necessary with the DAJ and the DAF: definition of activities, development of the contract and administrative and financial support and monitoring; focal point for deliverables; payment of installments
  • Draft framework documents for PRPH4 (policy framework for monitoring, evaluation and gender integration), propose them for validation to the COPIL and facilitate their appropriation by project partners
  • Sit at PRPH4 Steering Committee meetings and provide as much information as necessary on monitoring and evaluation issues
  • Participate in the preparation and implementation of project reviews (annual and biannual)
  • Draft the specifications for the final evaluation of the project; ensure the link with the evaluator regarding the contractualization with EF: development of the contract and support for administrative and financial monitoring
  • Be vigilant about the good coherence of the actions of PRPH4 with those of PRPH3 and contribute to the reflections on PRPH5 On component 1: Support for project leaders financed under PRPH4 in their monitoring, evaluation and learning activities
  • Contribute in particular to the drafting of the PRPH4 call for projects in order to specify expectations regarding the monitoring and evaluation system for funded projects, then to the selection of projects to ensure the viability of this system
  • Evaluate the specifications and participate in the internal evaluation process of the actions implemented / project selection
  • Develop monitoring-evaluation-learning tools and ensure their appropriation and use by stakeholders: in this sense, coordinate in conjunction with dedicated external experts the facilitation of training, project consolidation workshops and collaborative exchanges on monitoring-evaluation, as well as the design of specific tools
  • Ensure the monitoring of indicators of hospital partnership projects in conjunction with project leaders and alert on any significant deviation, while guaranteeing the quality and relevance of the data collected and compliance with the GDPR for databases; support for healthcare establishments in the preparation of their annual technical reports
  • Develop monitoring tools and ensure data management aimed at mapping funded hospital partnerships
  • Draft the half-yearly and annual technical reports for the donor, integrating data from the monitoring and evaluation system and data from the technical reports of the projects selected during the call for projects, development and completion of the partnership monitoring table;
  • Capitalize on, document and disseminate good practices, achievements, innovations and innovations of the program;
  • Classify, archive and organize the technical documentation produced and/or used (paper and computer).
    On component 2: support for networks, in particular RESHAOC:
  • Support the development of the 2025-2029 strategic and operational plan including an intermediate and final external evaluation, as well as the implementation of this plan through the development of relevant indicators;
  • Strengthen the capacities of partners in the field of monitoring and evaluation through the facilitation of training and collaborative exchanges on monitoring and evaluation, the tools developed and reporting methods;
  • Support RESHAOC to ensure regular monitoring and reporting of their activities.
    On component 3:
  • Contribution to the organization of the annual CHI Days, in conjunction with the FHF
  • Support for healthcare establishments in the capitalization of their projects: organization of a collective session to strengthen capacities in the capitalization of projects for funded hospital staff, in conjunction with the capitalization expert
  • Organize and support capitalization on a sample of partnership projects financed and validated by the COPIL, in conjunction with the external capitalization expert
  • Support hospital workers in the production of articles for publication or in another communication medium, in particular through contracting with an appropriate journal
  • Organize the project communication plan and system

Your profile?

Education and professional experience
– University/higher education degree (master’s degree or equivalent) in international development, project management, public health, health economics, statistics or any other field relevant to the content of the position;
– Initial professional experience in functions related to Monitoring, Evaluation and Learning of projects or programs is an asset;
– Initial successful experience in the development or international cooperation sector is an asset;
– Experience or knowledge of the hospital environment is an asset;
– Experience in conducting data collection, training, supervision, including conducting quantitative and qualitative surveys and data analysis is an asset; good command of data collection software (Kobo Tool Box, Survey CTO, ODK, etc.), data analysis (R, SPSS, Stata, etc.) and data visualization (PowerBI)
– Proficiency in monitoring and evaluation software is an asset.

Professional skills:
– Excellent knowledge of tools and methods related to project cycle management, results-based management, quality assurance and gender mainstreaming
– Good knowledge of monitoring and evaluation systems for development programs and projects;
– Mastery of the main monitoring and evaluation tools and methods (quantitative and qualitative) and their use in the field
– Design, facilitation and evaluation of adult training in the field of monitoring and evaluation;
– Design, database management and data exploitation for public communication;
– Good command of data collection software (Kobo Tool Box, Survey CTO, ODK, etc.), data analysis (R, SPSS, Stata, etc.) and data visualization (PowerBI)
– Ability to manage and analyze information using a critical and methodical mind;
– Ability to strike a balance between reporting information to recipients and preserving the confidentiality of sensitive information or documents;
– Excellent command of office tools (MS Office: Word, Excel, PowerPoint and their LibreOffice equivalents) and the Internet;
– Excellent communication and organizational skills;

Availability for travel throughout France and, if necessary, occasionally abroad, including to sensitive countries

Additional information:

11-month fixed-term contract position, based in Paris at 40 Bd de Port-Royal, 75005 Paris.

The compensation for this position consists of an annual package including the following benefits:

  • A 13th month paid monthly and effective upon taking up the position.
  • A variable portion of 3% of the annual gross salary.
