Job Summary:

Cash and voucher assistance (CVA) is increasingly becoming the modality of choice for CARE’s programming:
– since 2017, CARE used CVA in more than 53 contexts
– 94.8 Mil USD have been distributed through cash transfers
– 23.9 Mil USD have been distributed through vouchers.
CARE’s strategic ambition aspires to have all projects with CVA to be gender sensitive based on its organizational definition. CARE is committed to ensure that projects with CVA are designed with and for women and girls, addressing their needs, challenges and opportunities. Additionally, CARE has sought to be a convener on the topic of gender and CVA, getting other actors interested in the topic.
The post holder will lead, manage, organize, and disseminate CARE’s CVA learnings and evidence. Additionally, the post holder will manage the CARE global platform for aggregated CVA programmatic data, lead on improving internal processes and internal tools for monitoring CVA programs.

Responsibilities:

  1. Monitoring and Evaluation
    • Develop and improve tools, methodologies and guidance on how to monitor, measure, document, and share the results and impact of CVA programs.
    • Lead and be the primary responsible on design, validation and analysis of internal CARE-wide PIIRS (Program Information and Impact Reporting System) monitoring, cash and markets and annual report.
    • Lead on the creation of updated overall CVA indicators.
    • Lead on creating the production of key internal/external reports such as annual mapping.
  2. Knowledge Management for the Cash & Markets team
    • Lead on dissemination plans and communications for internal and external CARE cash and markets learning products actively engaging with colleagues in CARE and with relevant external.
    • Constantly update the CVA CARE Shares and other internal CARE web pages.
    • Support the team capacity building strategy and efforts by setting up and managing the storage of trainings.
    • Lead on design and editing of publications.
  3. Overall admin and procurement
    • The Specialist will provide overall strategic, logistical, and administrative support to ensure smooth functioning of the CVA team. This responsibility includes:
      • Play an active role within the cash & markets and the whole humanitarian affair team supporting work plan development and its follow up.
      • Inspire innovation related to cash & markets’ team learning, monitoring and knowledge management.
      • support to proposal writing.
      • Support the drafting of vendor’s contracts and invoicing process.

Qualifications:

  • University degree in statistics, economics, information systems, international development, non-profit management, marketing.
  • 5 years of proven expertise in designing, implementing, monitoring, and/or evaluating humanitarian or development programming.
  • At least 3 years of experience in knowledge management/communications and specifically on leading and/or supporting learning documentation and initiatives.
  • Domination of Microsoft suite, strong capacity on Power-Bi an asset.
  • Strong writing and editing skills.
  • Data management domination.
  • Excellent organization and tenacity.
  • Ability to code for Kobo.
  • English proficiency.
