Context:

In the framework of the Africa Regional Migration Program (ARMP) in West Africa, funded by the Bureau for Population, Refugees, and Migration (PRM) of the United States Department of State, IOM Senegal is looking for a Monitoring and Reporting Assistant for the West Africa.

The overall goal of the ARMP is that countries strengthen and promote well-managed migration as well as reduce migrant vulnerability both on their own and in partnership with their neighbors and other stakeholders, including private sector and non-governmental partners. The program will emphasize building the capacity of governments that are committed to improving migration management through policy, while also increasing coordination with relevant stakeholders, such as other governments, United Nations agencies, civil society institutions, regional economic commissions and consultative processes, the private sector and recruitment agencies.

To do this, the ARMP implements activities in pursuit of three outcomes:

  1. Migration Management; 2) Partnerships; 3) Crisis Response.

The program benefits governments in 24 African countries, including seven countries in West Africa: Côte d’Ivoire, Gambia, Mauritania, Niger, Senegal, Sierra Leone, and Togo.

Under the overall supervision of the Chief of Mission, and the direct supervision of the Programme Officer (ARMP), the Monitoring and Reporting Assistant will be responsible and accountable to:

Core Functions / Responsibilities:

  1. Assist the Programme Manager in drafting and reviewing the regional quarterly and yearly reports, in coordination with the implementing countries in West Africa, with the Reporting Officer of the ARMP (IOM Pretoria), and in line with the donor’s requirements.
  2. Assist the Programme Manager in identifying timely monitoring needs and developing adapted reporting tools, in close collaboration with the ARMP M&E Officer (IOM Pretoria);
  3. Ensure submission of reporting and monitoring documents in regards of deadlines, and in liaison with the offices of IOM Pretoria and IOM D.C.
  4. Conduct desk and field research to provide findings and recommendations for monitoring and evaluation exercises;
  5. Collect, compile, and report on country and sub-region status for further assessment of Programme Manager and Pretoria Team
  6. Maintain collaboration with country missions, stakeholders, IOM offices and donors on activity implementation and expenditure planning;
  7. Attend meetings, conferences and workshops with donors and national stakeholders as requested and ensure timely reporting and/or information-sharing on these events;

  9. Support on field activities with review of terms of references and stakeholders coordination and travel to implementing missions for assessment and mission reports
  10. Assist the Programme Manager in the implementation of monitoring and reporting activities
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Bachelor’s degree in Political Sciences, Statistics, Economics, Social Sciences or a related field from an accredited academic institution, with 3 (three) years of relevant professional experience in monitoring and project implementation or,
  • High School Degree with minimum 5 (five) years of relevant professional experience in project monitoring and reporting

Experience

  • Proven experience in project monitoring and reporting, stakeholders’ communication and data assessment, and preferably in English
  • Previous work experience in the United Nations System is an asset.

Skills

  • Good knowledge of MS office, Excel, SharePoint with a knowledge of data processing software (SPSS, Stata, GIS, etc.) as a strong advantage;
  • Knowledge of the broad range of migration and human rights related subject areas dealt with by the Organization; and,
  • Knowledge of project administration

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written) with proven drafting and editing skills.

Proficiency of language(s) required will be specifically evaluated during the selection process,

which may include written and/oral assessments.
