Monitoring Evaluation Accountability and Learning Manager – Remote At Simprints

If you think you could be the right person to enable our Delivery team to roll out effective MEAL systems, deliver insights into biometric and programmatic data and support a growing evidence base of impact, we want to hear from you.

Your role, as part of the broader Monitoring, Evaluation and Impact team, sits between the data scientists and Head of MEI, delivering meaningful insights from project data, flagging key learnings and supporting the development of a robust evidence base. From one day to the next you might be supporting a project partner in Bangladesh to better understand data trends in their project, designing research to explore how community health workers and targeted communities in Ghana perceive Simprints technology, to developing a MEAL framework for a new project in Ethiopia. Your responsibilities would include:

RESPONSIBILITIES

MEAL System Design and Roll-out

  • Lead on the development and oversee the roll-out of MEAL systems for all Simprints projects, ensuring accountability to funders and beneficiaries.
  • Build strong collaborative relationships with colleagues including Data Scientists, Project Managers and the Product Manager to ensure project level MEAL system requirements and purpose are understood and supported at all levels of the organisation.
  • Where necessary, conduct field visits to project sites to provide technical MEAL support and ensure proper set-up of MEAL systems.
  • Support the development and delivery of expanded MEAL services that Simprints offers to its partners, including individual and consortium level partnerships.
  • Support Head of MEI to promote all aspects of MEAL to reinforce an organisational culture which prioritises quality programming.
  • Support Head of MEI to ensure project alignment and coherence with organisational level impact framework.
  • Champion ethical and responsible practices in all aspects of data collection and management.

Technical Oversight

  • Develop technically sound designs for internal and external (consultant-led) research that will support the development of Simprints evidence base and impact measurement and which are robust enough for external dissemination.
  • Support the design and roll-out of monitoring, evaluation, accountability and research data collection tools.
  • Where appropriate, train implementing partners on monitoring tools and reporting protocols.
  • Provide practical MEAL support to project partners, including support to understand and interpret biometric and non-biometric data trends.
  • Conduct qualitative and quantitative analyses on datasets and translate into key findings .
  • Write monitoring, evaluation and learning reports where appropriate and provide technical oversight of consultant-led evaluations as required.
  • Coordinate with data scientists and engineering team to develop monitoring dashboards with easy to understand data visualisations that demonstrate progress and quality of project deliverables.
  • Support Head of MEI in the development, roll-out and monitoring of broader programme quality aspects of Simprints work including Theory of Change at project and global levels, impact strategy and measurement, programme quality framework and use-case development.

Promoting Learning for Decision Making

  • Lead on the design of learning mechanisms at project level, including championing the utilisation of MEAL data for adaptive project management to enhance the delivery of impact for the end-users and beneficiaries of Simprints’ technology
  • Ensure that data and findings from across thematic and operational aspects of Simprints work are brought together to form a coherent basis for analysis of impact and learning for the whole organisation.
  • Coordinate project level learning reviews with project managers, data scientists and other critical stakeholders.
  • Communicate top level learning / analysis reports and monitoring data in an accessible way to ensure that project managers and the wider management team are able to make informed decisions on a timely basis to scale up and face operational challenges
  • Develop and maintain a library of key learnings that are accessible for various business functions including proposal development, project design, project reporting and advocacy

MUST HAVE REQUIREMENTS

  • MEAL experience in the tech4dev or broader international development sector
  • Proven experience in developing MEAL systems with a good grasp on best practice in all aspects of monitoring, evaluation, accountability and learning
  • Experience in designing and managing impact evaluations and other types of research
  • Qualitative data skills within M&E and research are critical
  • Excellent communicator and proven ability to translate technical results into meaningful project findings that are easily understood by a non-technical audience
  • Excellent multi-tasker and planning skills able to keep abreast of multiple project requirements simultaneously

NICE-TO-HAVE REQUIREMENTS

  • Experience in statistical analyses of complex quantitative data sets
  • Previous experience with frontend dashboard development
  • A broad understanding of the tech for MEAL space
