Location:

50% Zwedru, Grand Gedeh County with 50% travel to other project locations in southeast Liberia and Monrovia

Objective of the Position:

The MEAL Consultant will work closely with the Heads of project, and programme team based in southeast Liberia, and lead the collection, analysis and reporting on quality data against project indicators, and build the capacity of programme staff in MEAL.

The MEAL Consultant will support the Head of Programme in preparing high-quality monthly, quarterly, and annual programme implementation reports, documentation, and dissemination of best practices and lessons learned.

Responsible to: Administrative (Head of Project) Technical (Head of Programme)

Core Duties and Responsibilities:

  1. The MEAL Consultant will provide technical advice the project teams on the development, application and review of programme exit strategies
  2. In collaboration with the MEAL Coordinator, the MEAL Consultant will develop and roll out methodologies and approaches for the execution of surveys and evaluations.
  3. The MEAL Consultant will ensure that existing Complaint Response Mechanism (CRM) structures are functional, accountability principles are adhered to, that the quality of the work is at acceptable standard and WHH’s Core Values are consistently upheld
  4. In consultation with the Head of Programme, perform regular supervision/monitoring field activities, and make recommendations for improvements.
  5. Promptly respond to all critical site/project issues addressed as directed by the Head of Programme.

Specific tasks:

Monitoring, Evaluation & Research

  1. Support programme staff to collect and analyze indicators/data,
  2. Conduct regular field visits to track progress against indicators and gather relevant data,
  3. Assist in planning and implementing systems for data collection, storage, analysis, and use,
  4. Provide support in the review of monthly progress reports from partners and ensure they have evidence to back up and provide feedback to the respective staff,
  5. Support the planning and organization quarterly Joint and Participatory Routine Data Quality Assessment (RQDAs) and data analysis to guide action planning meetings,

Accountability and Learning

  1. Ensure that cross-cutting issues such as community participation, gender, age, and disability are effectively addressed/ mainstreamed in all programme activities as part of ensuring accountability,
  2. Regularly collect data on and analyze the Complaints Reporting and Feedback Mechanism (CRFM) accountability data to the management team to facilitate quality improvement.
  3. Compile reports on issues brought forth through Complaints Mechanism to the Accountability Focal Person,
  4. Participate in quarterly and annual programme reviews and planning

Reporting and Communication

  1. Support the Communication Focal person in writing human-interest stories of partners programme for publication in newsletters, social media, and donor-reporting,
  2. Support Head of Programme and Heads of Project in producing programme updates/briefs for donor visits,
  3. Ensure Sex, Age, Disability Disaggregated Data (SADD), Accountability and Gender standards are consistently adhered to in programme delivery

Education

Bachelor’s Degree in the Social Sciences (Economics, Social statistics) or master’s degree in Business Administration or relevant qualification with at least 5 years post qualification professional experience

Professional Experience

  1. 5 years of professional experience as MEAL expert in a similar organization.
  2. Proven expertise in data collection and analysis using standard software
  3. Ability to multitask and deal with stressful situations.
  4. Experience working in the South-East of Liberia would be an advantage
  5. Excellent interpersonal skills, including team building, coordination, and networking at all levels.

Language Skills: Excellent spoken and written English
