The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Monitoring, Evaluation, Accountability and Learning (MEAL) Delegate (m/f/d) for Community Engagement and Accountability (CEA), Ukraine Crisis

The German Red Cross (GRC), together with the Ukrainian Red Cross Society (URCS), the Polish Red Cross (PRC) and other National Societies of countries impacted by the Ukraine crisis, and in close coordination with other Red Cross / Red Crescent Movement partners, supports the affected population within Ukraine and in the neighbouring countries. The GRC is currently expanding its support base in Poland with the aim of providing material, technical and financial support to the impacted countries.
The GRC is currently seeking a MEAL Delegate (m/f/d) for CEA to support the humanitarian activities in the Ukraine and neighbouring countries.

Starting date: As soon as possible
Duration: Until 31 December 2022 (with possible extension)
Location: GRC Field Office Lublin, Poland – location can change based on project needs and will involve both, field (UKR and neighbouring countries) and HQ (Berlin), presence.

Responsibilities and Tasks:

General Duties/ Responsibilities:

  • Support the integration of CEA into the Host National Societies’ Ukraine conflict response and in setting out how CEA activities and approaches will be implemented
  • Support integration of CEA into project activities, incl. M&E processes for the projects, ensuring communities are consulted, communicated to and that feedback is regularly collected and documented to understand levels of satisfaction with the project and needs of adjustment in accordance with the Do-No-Harm principle
  • Ensure findings are used to adapt projects throughout implementation if needed
  • Support CEA capacity building of HNS volunteers and staff and raise awareness of the importance of CEA with field senior management, staff and volunteers through presentations and briefing sessions
  • Conduct all duties in a professional manner following GRC and Movement partner guidelines and regulations and donor requirements
  • Be flexible and adaptable with regards to the implementation of the daily work
  • Coordinate closely with all relevant GRC and movement MEAL counterparts
  • Represent the GRC project in coordination mechanisms for CEA such as technical working groups, clusters, Movement CEA meetings/fora and others, as necessary

Specific Duties and Responsibilities:

Build opportunities for dialogue and collaboration with key community stakeholders:

  • Map key community stakeholders and ensure appropriate approaches for dialogue
  • Act as a reference point for project teams and stakeholders

Ensure regular and quality communication between RC and community members:

  • Assess community information needs and preferred communication channels, in coordination with the MEAL delegate for M&E and Reporting and other M&E project staff
  • With project teams, develop communication messages and materials to explain about the RC programmes
  • Support project teams to ensure activities are implemented in a transparent manner, and there is regular communication with communities via multiple channels

Facilitate participation of community members, in particular more vulnerable groups, in programme activities and key programme decisions:

  • Support project teams to conduct participatory activities with the community, including focus group discussions, formation of committees, strengthening existing committees
  • Identify ways in which the participation of more vulnerable or under-represented groups is promoted and strengthened in accordance the Minimum Standards on Protection, Gender, and Inclusion in Emergencies
  • Identify opportunities for project teams to work with committees and representatives to make decisions together
  • Identify opportunities to feed information on decisions back to the community

Ensure feedback and complaints are collected, processed, and responded to:

  • Based on the local context support in identifying appropriate means for community members to raise complaints and feedback with RC, as well as support in establishing, implementing, or strengthening these mechanisms
  • Ensure complaints and feedback are documented and passed to project/programme team members for action
  • Work with M&E staff to undertake satisfaction reviews
  • Plan for regular opportunities to identify lessons learnt and implications for the project’s next steps

Support CEA capacity enhancement for HNSs:

  • Identify capacity building opportunities and share with project teams and HNSs
  • Support in designing and facilitating CEA capacity building activities

Required Competencies & Skills:

Skills and Experience:

  • Minimum of five years of experience in similar positions, coaching staff and facilitating relevant training
  • Experience in designing and implementing surveys and assessments and communication channels and feedback mechanisms
  • Experience in disaster relief, recovery, or development work
  • Knowledge of integrated programming, monitoring, evaluation and learning systems are an advantage
  • Excellent Skills in MS office application (Word, Excel, Power Point)
  • Good command of English required, Polish and / or Ukrainian is an asset
  • Good interpretation and reporting skills required
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’

Education:

  • Relevant University degree or equivalent in relevant area, preferably degree in social science, including statistics
  • Valid Driving Licence

Work Experiences:

  • Minimum of 3 years relevant experience in community engagement and accountability
  • Previous experience with the Red Cross Red Crescent Movement is required

We offer you a compensation package according to the collective employment agreement of the GRC and an expatriation allowance during your mission. The GRC will cover your accommodation in Lublin, Poland. In addition to a full insurance package, you will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
Please note that due to the travel and visa regulations and the guidelines of our partners in the Red Cross and Red Crescent Movement certain vaccinations are required for this delegate position. Candidates on the short-list for this position will be asked to disclose their vaccination status.
