The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

Monitoring, Evaluation, Accountability and Learning (MEAL) Delegate (m/f/d) for M&E and Reporting, Ukraine Crisis

The German Red Cross (GRC), together with the Ukrainian Red Cross Society, the Polish Red Cross and other National Societies of countries impacted by the Ukraine crisis, and in close coordination with other Red Cross / Red Crescent Movement partners, supports the affected population within Ukraine and in the neighbouring countries. The GRC is currently expanding its support base in Poland with the aim of providing material, technical and financial support to the impacted countries.
Towards this, the GRC is currently seeking a MEAL Delegate (m/f/d) for M&E and Reporting to support in the quality assurance of the implementation of the humanitarian project in Ukraine and neighbouring countries

Starting date: As soon as possible
Duration: Until 31 December 2022 (with possible extension)
Location: GRC Field Office Lublin, Poland – location can change based on project needs and will involve both, field (UKR and neighbouring countries) and HQ (Berlin), presence.

Responsibilities and Tasks:

General Duties/ Responsibilities:

  • Support the operation of the GRC funded project M&E system at field level
  • Support management of project monitoring information system / databases to ensure efficient and effective collection, entry, and analysis of all project data (both quantitative and qualitative) and proper use of such data for steering and reporting of the outcomes of all projects
  • Raise awareness of the importance of M&E with field senior management, staff and volunteers through briefing sessions and presentation of findings
  • Support M&E and reporting capacity building of HNS volunteers and staff
  • Conduct all duties in a professional manner following GRC and sister NS staff regulations and charter • Be flexible and adaptable with regards to the implementation of the daily work
  • Coordinate closely with all relevant roles within and outside GRC, including the GRC MEAL Delegate focusing on Community Engagement and Accountability

Specific Duties and Responsibilities:

Monitoring and Evaluation:

  • Setting up and effective implementation of the M&E system in coordination with relevant sister NS counterparts at pertinent levels
  • Design formats and questionnaires for regular monitoring and evaluation of the GRC-funded project
  • Prepare and/or support deployment tools for the surveys, assessments, case studies for the ongoing project
  • Develop monitoring and evaluation plan for GRC-funded project with relevant sister NS for the impacted countries and ensure its timely implementation
  • Ensure the process for identifying the key performance questions and parameters for monitoring GRC-funded project’s performance, mid-term and end of project evaluations
  • Review the quality of existing social and economic data in the project areas, the methods of collecting it and degree to which it will provide good baseline statistics for impact evaluation; compare information with feedbacks received
  • Assist relevant sister NS to plan and conduct the beneficiary selection, household and baseline surveys and ensure that they are in line with recognized standards and agreed processes, in coordination with the GRC MEAL Delegate for CEA, NS CEA staff and volunteers, and target populations when possible
  • Ensure the collection and analysis of M&E data via indicators, including verification and processing of data, and sharing of analysis products in a way to allow their use for evidence-based decision making and steering of activities, incl. advocacy with all relevant internal and external stakeholders in this regard
  • Ensure that monitoring and evaluation findings are discussed in the appropriate forum and in a timely fashion in terms of implications for future action
  • Plan for regular opportunities to identify lessons learnt and implications for the project ’s next steps
  • Undertake regular visits to the field to support implementation of M&E plan of GRC-funded project and to identify where adaptations might be needed
  • Guide the regular sharing of M&E findings with the project staff, relevant sister NS and GRC managements.

Reporting

  • Collect data on the progress of the project, compare the targets vs achieved values for particular periods, prepare monitoring/evaluation reports and suggest corrective measures based on the findings
  • Prepare timely and quality reports for GRC and relevant sister NS, and for IFRC Federation-wide reporting as necessary in collaboration with other relevant roles
  • Support proper filing and recording of all project documents

Required Competencies & Skills:

Skills and Experience:

  • Minimum of five years of experience in similar positions, coaching staff and facilitating relevant training
  • Experience in designing and implementing surveys, assessments and evaluation of multi-sectorial projects/programme
  • Knowledge of integrated programming and accountability systems is an advantage
  • Excellent Skills in MS office application (Word, Excel, Power Point)
  • Good command of English, Polish and, Ukrainian is an asset

Education:

  • Relevant University degree or equivalent in relevant area, preferably degree in social science, including statistics
  • Valid Driving Licence

Work Experiences:

  • Minimum of 5 years relevant experience in monitoring and evaluation, incl. common data collection and analysis tools and processes
  • Previous experience in reporting (internal and external) is preferred
  • Previous experience with the Red Cross Red Crescent Movement

The GRC will cover your accommodation in Lublin, Poland. Please note that due to the travel and visa regulations and the guidelines of our partners in the Red Cross and Red Crescent Movement certain vaccinations are required for this delegate position. Candidates on the short-list for this position will be asked to disclose their vaccination status.
