Monitoring, Evaluation, Accountability and Learning (MEAL) Head of Department At Action Against Hunger USA

Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Ethiopia, Kenya, Tanzania, Uganda, Somalia and Haiti. Action Against Hunger-USA has over $110 million in programs, and approximately 1,700 staff based in the various country offices and New York City, Washington D.C and Horn and East Africa Regional Office in Nairobi. Additional growth is anticipated.

Summary of position

Action Against Hunger-Haiti Country Office has a MEAL (Monitoring, Evaluation, Accountability and Learning) department that accompanies all sectors (Nutrition, Health, WASH, SAME, etc.) in order to respond to the needs of communities in an effective and sustainable manner. The MEAL strategy is designed and implemented to enable the institution to improve the design and implementation of its projects. It is also used to prevent potential negative and unintended consequences of our programs, to learn from best practices, and to understand our results in order to disseminate and communicate them to various stakeholders.

Purpose

The incumbent will be responsible for providing technical/strategic guidance for the entire department and will provide overall supervision of the implementation of MEAL activities

Key activities in your role will include:

  • Lead the development, strengthening and functioning of Action Against Hunger Haiti M&E Strategy, frameworks, and systems
  • Ensure standardization and harmonization of existing MEAL processes and structure across the country program to improve data quality
  • Lead a team effort to identify and design innovative practices to improve organizational efficiency and effectiveness in M&E and general project management.
  • Organize and implement a learning workshop within the mission on an annual basis.
  • Ensure that gender equity issues are taken into account in the monitoring and evaluation system (feedback/complaints mechanisms, MEAL plan, definition of indicators, gender effect and impact when relevant.
  • Coordinate the implementation of Haiti mission’s MEAL activities including data management and reporting (collection, analysis, interpretation, and visualization) by using ICT technology
  • Carry out quality control of MEAL activities, produce and disseminate analysis reports, issue and disseminate recommendations for the improvement of MEAL activities in general.
  • Promote the APR (Activity Progress Report) tool within the program teams to ensure its proper use, respect for the production cycle, consistency of the information it contains and the quality of the analysis of the information collected.
  • Lead a team effort to identify and design innovative practices to improve organizational efficiency and effectiveness in M&E and general project management.
  • Coordinate with the program/project team for the implementation of MEAL activities.
  • Support in developing proposals, especially in terms of data such as beneficiary numbers; among others.

Requirements

  • Master’s degree or higher in statistics, information systems management, project management, sociology or other related field.
  • 10 years of experience in monitoring and evaluation in NGOs;
  • Good knowledge of the use of data collection, processing and analysis software
  • Familiarity with donor procedures (USAID, World Bank, UN Agencies, ECHO, EU, etc.)
  • Mastery of technological tools and good knowledge of basic software;
  • Experience working in M&E of Health, FSL, WASH, Cash, and protection sectors in an emergency context.
  • Demonstrated data management and analytical skills, with demonstrated experience in managing large data systems.
  • Excellent skills in information/data analysis, including consolidation and analysis of highly diverse data, and report writing.
  • Demonstrated experience in designing MEAL systems, tools and processes in development and emergency contexts.
  • Proven M&E training and capacity-building skills, ideally in supporting partners
  • Previous experience in survey/baseline and end line design, collection and analysis.
  • Conduct and supervision of surveys and needs assessments and quantitative data analysis;
  • Research methodology, including strong analytical and communication skills and the ability to process information for a wide range of audiences ; Experience in developing new and innovative approaches to research.
  • Fluency in French and English.
