Monitoring, Evaluation, Accountability and Learning (MEAL) Manager At DAI Global

DAI Global Health seeks a Monitoring, Evaluation, Accountability and Learning (MEAL) Manager to ensure successful delivery of the TDDA project.

Scope of work

The MEAL Manager participates in the development and monitoring of the MEAL function, including the project logframe and its indicators, and country-specific targets. S/He leads the regular collation, validation and analysis of TDDA project data from a variety of sources, including programmatic monitoring against project targets and MEAL-related communication with FCDO. The MEAL Manager also manages the coordination of Quarter Progress Reports for FCDO.

Level of effort: Full-time

Project end date: Expected 30 November 2022, with the possibility of extension

Duties and responsibilities

These may be subject to change as the project evolves.

Specific tasks and requirements:

  • Lead the application of the TDDA Logframe to the TDDA project in the five focus countries
  • Oversee implementation of the TDDA M&E strategy and plan
  • Support progress and results tracking in the five countries, ensuring the regular collection of data, data quality assurance and oversight of analysis, and the interpretation of project data
  • Manage the development and implementation of the VfM strategy including VfM data collection, measurement and reporting
  • Lead coordination of the Quarterly Project Reports in collaboration with the MEAL Adviser
  • Liaise regularly with program country coordinators regarding MEAL processes and project performance
  • Support the development and dissemination of tools, materials, reports, papers and intervention-linked research
  • Support the development, monitoring and implementation of technical strategies
  • Support cross-team learning and communication
  • Manage the outputs of subcontractors and external consultants
  • Other duties as required

Reporting

The MEAL Manager will report to the MEAL Adviser. They will also have working relations with the Technical Leads, Country Coordinators, the Project Manager, Team Leader and Deputy Team Leader.

Place of work

London is preferred, but not essential. The role will entail travel to DAI Global offices, the focus countries and global and regional meetings as circumstances permit.

Requirements

Essential:

  • Minimum of five years’ experience of donor-funded programs and project teams
  • Expertise in the creation, measurement, analysis and interpretation of both quantitative and qualitative indicators
  • Some expertise in capacity building, including facilitation of training and coaching on M&E issues
  • Excellent writing, reporting and analytical skills
  • Excellent oral and written communication skills in English
  • Excellent computer skills, including proficiency in the Microsoft Office suite
  • Demonstrated interpersonal and skills and experience working in collaboration with multiple stakeholders
  • French language fluency required
  • Master’s degree in public health, statistics, economics or a related field

Desired:

  • Previous experience working in M&E for FCDO and/or high-profile initiatives, preferably two years of experience working with African countries
  • Having worked on multi-country and regional programs
  • Advanced qualification in health informatics, evaluation methodology or related field
  • Having worked on health systems, emergency response, health governance, regional health coordination and collaboration and related sectors
  • Experience using health database systems
