Monitoring Evaluation Accountability and Learning (MEAL) Manager, Bangladesh at Catholic Relief Services

On behalf of Catholic Relief Services (CRS) (www.crs.org) Caritas Bangladesh is seeking a qualified professional as a full-time consultant for the position of the Monitoring Evaluation Accountability and Learning (MEAL) Manager. CRS is a US-based relief and development agency working in nearly 100 countries/territories to alleviate poverty and suffering. In Bangladesh, CRS supports vulnerable people through partner organization, Caritas Bangladesh.

CRS has been providing humanitarian assistance to Bangladesh since its independence in 1971. It gradually expanded program interventions on education, emergency response & community preparedness for disasters and sustainable agriculture through partnering with Caritas Bangladesh. CRS Bangladesh seeks to hire a Monitoring Evaluation Accountability and Learning (MEAL) Manager to help provide MEAL support to different projects as well as growing country programs.

Job Summary

You will oversee, coordinate, and manage MEAL implementation and will provide MEAL technical advice and support to a range of program design and implementation issues for CRS Bangladesh programming in line with Catholic Relief Services (CRS) program quality principles and standards, donor guidelines, and industry best practices to Country Program (CP) program/project teams to advance the delivery of high-quality programming to the poor and vulnerable. Your MEAL advice, knowledge, and support will contribute to determining how effective, adaptive and innovative CRS Bangladesh programming is.

Roles and Key Responsibilities

  • Lead quality MEAL system design, budgeting, and management of MEAL implementation at CP-level, involving tools and methods, appropriate to scope, context, and technical requirements of respective projects, and review in line with donor and CRS guidance. Plans and budgets appropriately for quality MEAL activities and ensure quality management practices of MEAL activities.
  • Lead compliance with agency and donor MEAL requirements, including agreed MEAL Detailed Implementation Plan activities, and liaising with Program Managers and Project Coordinators.
  • Ensure quality data capture, input and quality data management, qualitative and quantitative analysis, reflection, and ongoing use of MEAL data results through respectful management of agreed processes. Work with Program Managers and MEAL Team to integrate data analysis, reflection and interpretation into ongoing project activities.
  • Document and disseminate agency approach to MEAL and project learning among CP colleagues and partners, and in broader regional discussions to facilitate improvements in decision-making and contribute to agency learning.
  • Contribute to respectful relationships and dialogue regarding ongoing project interventions and results with community members and stakeholders
  • Oversee capacity strengthening initiatives in conducting all MEAL activities for CRS MEAL staff and partners to address their job requirements. Lead development of learning strategies, conduct trainings, workshops, and coaching. Shares MEAL learning and experiences in broader regional discussions.

Basic Qualifications

Required

· Postgraduate degree in Statistics/Demography/Economics/Development Studies/ Public Administration or other relevant areas.

· 3-5 Year of experience in similar positions in national and/or international NGOs or similar organizations.

· Excellent communication skills in English and Bengali.

· Demonstrated skills in data analysis and interpretation.

· Strong English writing skills.

· Practical experience in using Open Data Kit (ODK) tool specially CommCare and CommCare Plus

· Demonstrated skills in analyzing data using statistical software

· Computer proficiency in Microsoft Word, Excel, MS Access, Power Bi, Tableau, PowerPoint and Outlook and Microsoft TEAM.

· Ability to work in a team and support concurrent projects/assignments.

Desired

Proficiency with statistical packages such as SPSS or STATA a plus.

Required Language: Bangla and Desired Language: English

Travel

§ Approximately 40% travel to Cox’s Bazar & occasionally to Dhaka.

· MEAL in Design: Developing project-level Theories of Change, Results Frameworks, Proframes, related MEAL system tools and components, and accompanying MEAL narratives.

· Monitoring: Implementing monitoring activities, including timely collection of quality data, set up and maintenance of databases, facilitation of participatory reflection on monitoring results, and submission of timely progress reports.

· Accountability: Improving our accountability to a range of stakeholders through increased participation, transparent communication, responsive feedback mechanisms and adherence to internal and external quality standards and requirements.
