in Hungary

About the project:

To respond to the crisis, Terre des hommes (Tdh) is deploying fixed and mobile teams to transit, reception and community centres in Budapest and the countryside (Pilisszántó and Fonyód for the moment) to provide essential child protection, psychological support, information and referral services to children, youth, mothers, and other vulnerable people who have been displaced from Ukraine. Tdh will also deliver capacity-building services to local service providers and community and volunteer groups on child protection, safeguarding, trafficking risks and similar needs. In addition, Tdh is planning to distribute kits (hygiene kits, dignity kits etc.) based on necessities to address immediate and basic needs.

About the role:

*Tdh is looking for an experienced MEAL Officer to conduct and support the delivery of all monitoring, evaluation, accountability and learning activities, including managing the collection, quality assurance, analysis and presentation of data related to beneficiary needs as well as activity outputs and outcomes. The MEAL Officer will be working on one or more specific, donor-funded projects, but may also be requested to input into complementary MEAL tasks depending on the evolution of the emergency and the changes in workload.*

Contract Fixed-term full-time employment contract until 31 December 2022 with the possibility of extension depending on the evolution of the emergency and further MEAL needs

MEAL Officer – main roles and responsibilities

· Supports the MEAL manager in the regular fine-tuning of the country-level project MEAL plan, based on how the emergency and the project develops and in line with the regional emergency response MEAL plan and Tdh’s programmatic and Quality and Accountability policies and orientations.

· Leads on the preparation of paper-based and/or electronic/mobile data collection, analysis and management tools, monitoring tools, needs assessment tools and related work plans and database setup, in cooperation with and under the guidance of the MEAL Manager.

· Conducts regular monitoring and evaluation visits to project locations, gathering data from beneficiaries and stakeholders (surveys, interviews, focus groups or group interviews, observation etc.).

· Trains and guides fixed and mobile team staff on how to administer assessment, tracking and monitoring tools, use platforms, fill, and submit forms.

· Manages collected data across the data management cycle, ensuring databases are properly set up, and data is entered, stored, cleaned, analysed, and shared safely, including meeting GDPR requirements (in particular sensitive data, where collected).

· Visualizes data and results to support project steering, donor and internal reporting and ongoing beneficiary and activity tracking based on information needs (as guided by the country emergency Project Manager and Regional MEAL Manager). Produces maps and other visual illustrations where needed.

· Supports the Regional MEAL manager and the country emergency Project Manager in designing and implementing a Real-Time Evaluation (or Real-Time Review) on country projects.

· Supports the Regional MEAL manager in the operationalization of the project’s accountability system, including the Complaints, Feedback and Response Mechanism in country (in line with existing Tdh guidance).

· Designs and supports the conduct of learning sessions and reviews as guided by the Regional MEAL Manager, through relevant and required MEAL information and data and information sharing.

· Ensures safe, meaningful, and ethical participation and consultation of children and youth as well as the application of a gender and diversity lens, conflict-sensitivity and the “do no harm” approach during any MEAL activities that she/he conducts.

· Participates in coordination meetings with other MEAL and Quality and Accountability staff in the country and the region, including in interagency levels (if/when any) to ensure approaches and practices are harmonized and delegations and projects can learn from good practices.

Technical Requirements:

  • Immediate availability
  • Significant experience in monitoring and evaluation (essential), preferably in a humanitarian context (an asset) and in the area of child protection and/or migration (an asset)**
  • Demonstrated expertise in planning, designing, and implementing quantitative and qualitative data collection tools, methods and analysis processes for both output and outcome level monitoring (essential)**
  • Demonstrated skills in designing and managing tools for entering, compiling, pre-analyzing data, and understanding of database issues as well as GDPR requirements (essential)**
  • Sound data analysis and presentation skills, with both quantitative and qualitative datasets (essential)**
  • Sensitivity and knowledge of mainstreaming gender and diversity, ethics and do no harm across all MEAL processes (essential)
  • Awareness and knowledge of ethical issues related to data management (essential)
  • Full proficiency in English and in Hungarian (essential for communication with both field teams and Tdh back-office teams)**
  • Working knowledge of Ukrainian and Russian (a significant asset)**
  • Sound IT skills including core MsOffice applications (Word, Excel, PowerPoint, Forms, Teams etc.). – Excel including for data analysis and visualization (essential)**
  • Familiarity and experience with Mobile Data Collection and online survey platforms (e.g., Kobo, SurveyCTO, CommCare, SurveyMonkey, Google Forms, etc.), quantitative (SPSS, STATA, R) and qualitative analysis (NVivo, MaxQDA etc.) softwares as well as data visualization applications (PowerApps, Tableu etc.) (a significant asset).**
