IsraAID is an Israel-based non-governmental organization that was founded in 2001 and has since its inception worked in emergency and long-term development settings in over 55 countries. IsraAID’s mission is to support people affected by humanitarian crises by partnering local communities around the world to provide urgent aid, assist recovery, and reduce the risk of future disasters. IsraAID has operated in Mozambique since 2019.

This position is an exciting opportunity to join a growing organization in developing its global humanitarian practices. The Monitoring Evaluation Accountability and Learning (MEAL) Officer will work together with the Project Officers and IsraAID MEAL Manager at Headquarters, under the supervision of the Program Manager.

IsraAID Mozambique is looking for “hands-on-person” with experience in the field of M&E, focused on delivering results, and with multi-tasking skills. IT literacy is essential for the job.

Job Purpose

The MEAL officer will ensure the development and adoption of Monitoring, Evaluation, Accountability and Learning (MEAL) processes and tools in Mozambique, ensuring that the implementation of MEAL contributes to the effectiveness and efficiency of projects in the country; that continuous learning and improvement are taking place; that donors’ MEAL requirements are met, and that MEAL activities are coordinated and are in accordance with IsraAID’s global MEAL strategy and standards.

Duties and Responsibilities

Development of MEAL plans, tools and methodologies

  • To assist in the elaboration and refinement of Logical Frameworks and theories of change in prioritized projects.
  • To assist in the creation of MEAL plans to measure and evaluate progress and effects of program implementation, detailing indicators and measures, selection of appropriate data collection tools, types of analysis, learning and reporting procedures.
  • To work closely with the project managers and IsraAID international teams to design appropriate data collection tools and methodologies including baseline and end line surveys, interview and focus groups’ protocols and others, and assist in translating these tools.
  • To contribute to the advancement of IsraAID’s organizational MEAL approach, procedures, methods and templates.

Data collection, analysis, and reporting

  • Ensuring transparent, accurate and timely collection of data by administering surveys, conducting desk reviews, and employing diverse and participatory data collection activities while working with relevant country representative to collect such data;
  • Undertake evaluation of programs through field visits, desk studies and a range of data collection methodologies;
  • Coordinate and carry out data entering and data analysis, for both quantitative and qualitative data collected;
  • Facilitate learning processes to identify gaps and contribute to ongoing improvement of projects, while working closely and communicating results to program teams and country management;
  • To carry out specific background research providing comprehensive and useful information for the design of new programs;
  • Elaboration of reports, including progress reports and activity reports, for the CO, HQs and project donors as per request in both Portuguese and English languages.

Essential knowledge, experience, and competencies/skills

  • Mozambican Nationals or citizens of other nationalities legally authorized to work in Mozambique.
  • Significant experience in an equivalent position in a development or humanitarian context.
  • Bachelor’s degree required; Preference of a degree in social sciences, statistics, demographics, international development or related fields. Preference of a Master’s degree in such fields.
  • Minimum of two (2) years of experience working in the field of MEAL (including indicator selection, target setting, data collection and analysis, facilitating learning processes, reporting, database management, and developing M&E and performance monitoring plans).
  • Knowledge of the major evaluation types (process, impact etc.), methodologies (qualitative, quantitative, mixed method) and data collection and analysis methods.
  • Experience in developing data collection instruments including ‘means of verification’ as planning and managing surveys, developing and refining data collection methods and tools, conducting data quality assessments and oversight; Preference to experience and knowledge of participatory MEAL methods.
  • Ability to handle multiple tasks simultaneously in a fast-paced environment, and to meet with deadlines.
  • Ability to synthesize complex information and communicate it effectively to diverse backgrounds and scenarios.
  • Willingness and ability to travel during field visits at project locations.
  • Computer proficiency in Windows environment (Microsoft Word, Excel, Access, PowerPoint); Strong preference to comprehensive and advanced knowledge of Excel and/or proficiency in quantitative and / or qualitative data analysis software (e.g. SPSS, SAS, Nvivo).
  • Ability to write clear and coherent assessment and M&E reports.
  • Ability to effectively represent the organization when liaising with other stakeholders at clusters level.
  • Team player, collaborative and with the ability to work with people of diverse academic and cultural backgrounds.
  • Fluent both in Portuguese and English is compulsory.
  • Knowledge/Experience with LogAlto system is a plus.
