Role Objective:
The MEAL Officer is responsible for ensuring that Medical Teams information in Colombia maximizes its impact and reach using digital and technological solutions for program management and healthcare delivery.
The role will help inform the projects’ accountability and learning approach. The main objective of this position is to provide support to the program team in data analysis to enhance learning and support the consolidation of a cost-efficient accountability system. Likewise, you must ensure that digital platforms are implemented effectively and that data is accurate and useful for reporting and decision-making.
This position reports to the Monitoring and Evaluation, Accountability and Learning Coordinator and all managers.
Responsibilities
Accountability
- Support the MEAL coordinator in the construction of the Accountability plan and its implementation.
- Develop and implement quantitative and qualitative tools and methodologies for accountability.
- Support design, implementation and analysis of satisfaction surveys with services or post-distribution surveys.
- Support the MEAL coordinator in the follow-up and monitoring of the reports generated in the designed Accountability channels.
- Guide the enumerators that Medical Teams hires to carry out Accountability exercises in the municipalities that are hired.
- Support knowledge management and data use in accountability.
- Support training plans and capacity development in Accountability for field, technical, administrative and operational staff of Medical Teams.
Information management and monitoring
- Participate in the development of the monitoring and follow-up strategy that measures the evolution of key program indicators.
- Assist project teams in Monitoring and Evaluation to ensure project indicators have a clear data flow from digital platforms to reports.
- Support and coordinate with the project team data collection, monitoring and evaluation activities using technological solutions, such as KOBO, ODK, etc.
- Carry out analysis of the quality of information collected and propose improvement actions.
Analysis and visualization of information
- Automate processes and reports using Power Bi.
- Descriptive quantitative analysis of operational and qualitative data that allows programmatic decision making.
- Preparation of data sets for analysis (merging, cleaning, organizing variables…).
- Collaboration in the production of external reports, including diagrams and graphs.
- Analysis and preparation of reports that allow identifying trends, challenges and learning from reading quantitative data.
- Search and management of secondary sources for triangulation.
General support
- Provide support and training to Medical Teams partners and suppliers involved in project implementation (including in-person training and support to large suppliers).
- Other tasks directed by the MEAL Coordinator, related to the function and purpose of the role.
- Assist in the Representation of Medical Teams, when the MEAL Coordinator is not available in civil society networks and forums related to Information Management and present reports against national and regional action plans.
- Support the safety and security of Medical Teams offices, especially in relation to equipment storage and IT security.
- Support the protection of program participants and employees by promoting an environment of awareness and upholding the provisions of the Medical Teams Protection from Sexual Exploitation and Abuse code of conduct, protection of Children and Vulnerable Adults, and Harassment-free workplace policies. Incumbents will remain alert and responsive to any child and adult safeguarding risks, acquire relevant knowledge and skills that will enable them to promote sound safeguarding practices, understand child and adult safeguarding policy and procedures, and behave in a manner consistent with the Protection.
Education
Required:
- University degree in any discipline of Social Sciences, Business Administration, Economics, Industrial Engineering and Systems Engineering.
Preferable:
- Specialist in international cooperation, humanitarian assistance, project evaluation or related careers.
- Other relevant certifications in information technology or monitoring and evaluation.
- Certified knowledge in Accountability in humanitarian assistance and/or development cooperation programs.
Experience
Required:
- At least 3 years of work experience with NGOs, including experience in tracking and monitoring projects.
- Experience using free software technologies based on OpenRosa and/or JavaRosa standards such as ODK and Kobo Toolbox, which allow the collection and recording of information.
- Experience in managing information systems such as RedRose, CommCare or others.
- Experience in data processing and analysis, including handling information processing and analysis programs such as Excel, Power Bi and R.
- Experience in Accountability in humanitarian assistance or development cooperation programs.
Desirable:
- Experience in health and/or migration issues.
- Experience leading training processes in MEAL.
- Programming of forms in XLS.
