Role Summary

Enhance the quality of Medair’s assistance to vulnerable refugees and Lebanese through evidence-based collaboration with programme teams throughout the project cycle. Lead a MEAL team that supports and strengthens Medair’s MEAL system so that shelter, WASH, Basic assistance, health, and psychosocial support programming is accountable and focused on learning.

Oversee the design of utilisation-focused quantitative and qualitative MEAL tools for the collection, analysis and use of data. Be responsible for promoting high quality MEAL practice while owning a vision for MEAL, in line with Medair’s global aspirations.

Be responsible for championing Accountability to Affected Populations (AAP) throughout project cycles, including overseeing the effective functioning of Medair’s Feedback and Complaints Mechanism (FCM), within Medair’s global AAP Policy and Guidelines.

Project Overview

Medair’s programming in Lebanon serves refugees and vulnerable Lebanese in addressing their shelter, WASH, health, psychosocial support and basic needs in rural and urban settings. Medair projects are distributed across three bases, one in Bekaa, Beirut and Tripoli.

Responsibilities:

  • Project and programme design: Support the development of evidence-based programme Theories of Change, logical frameworks, and the development and selection of indicators for new and existing grants in coordination with project teams. Provide direction to the MEAL manager and Senior accountability officer to contribute.
  • Accountability to Affected Populations (AAP): Oversee the country programme’s approach to AAP and provide direction on all AAP related issues to the MEAL team, summarised in the AAP Feedback Guidelines, Feedback and Complaints Mechanism SOP, and AAP Communication guidelines. Develop and update the AAP narratives within donor proposals. Oversee the Feedback and Complaints Mechanism managed by the Senior Accountability Officer.
  • Assessments, Reporting, monitoring & evaluation: In consultation with senior management and in coordination with the MEAL manager and Officers lead the design, development and/or modification of high-quality assessments, monitoring, and evaluation activities, including using tools for qualitative and quantitative data collection, analysis, visualisation, and use such as for post-implementation and post-distribution monitoring. Provide oversight of the MEAL team’s assessment and monitoring implementation work. Manage and/or oversee internal and external evaluations, as appropriate. Carry out donor’s reporting including M&E and AAP plans
  • Internal and external communication: Promote appropriate, regular, transparent, and supportive communication between the MEAL team and all other departments, as well as relevant external stakeholders.
  • Collaboration with Information Management team: Work closely with the Information Management (IM) team to develop and revise tools for data collection, analysis, and use.
  • Support with other related tasks, as requested.

Qualifications, Experience & Technical Competencies:

  • Bachelor’s degree in Statistics, Economics, MIS, International Development, Political Science, Public Health, or other related fields
  • At least three years of experience working in MEAL roles in a humanitarian setting
  • Strong working knowledge of English (spoken and written) and Arabic (desirable)
  • Excellent skills in Microsoft Office programs (Excel, Word Outlook ,PowerPoint and share point)

Behavioural Skills

  • Expertise in areas of programming i.e. health, nutrition, MHPSS, WASH, shelter & settlements
  • Expertise in data collection and designing tools for qualitative data e.g. Focus Group Discussions, Case-Studies, Key Informant Interviews
  • Expertise performing analysis of qualitative data generated by, for example, Focus Group Discussions, Case-Studies, Key Informant Interviews
  • Expertise in designing tools for quantitative and qualitative data e.g. PDMs, PPMs, large-scale household surveys
  • Experience of and adaptability for working in a cross-cultural setting
  • Capacity to work under pressure and manage personal stress levels
  • Creative, open-minded, flexible, self-learner, problem-solver
  • Willingness to explore new resources to foster learning and staff development
