Overview:
International Business and Technical Consultants, Inc. (IBTCI), a U.S.-based international development consulting company, is an industry leader in MERL since 2005. In the previous two decades IBTCI has held over 26 regional and bi-lateral MEL service support platforms across the world.

Currently IBTCI is recruiting Monitoring, Evaluation, Accountability Specialists for the upcoming Monitoring, Evaluation, Collaboration, and Learning Activity (MECLA) in Afghanistan. The purpose of MECLA is to provide third party monitoring, evaluation, collaboration, and learning services and program support to the USAID/Afghanistan Mission, USAID Bureau of Humanitarian Assistance (BHA) and the Department of State’s Bureau of Population, Refugee and Migration (PRM), enabling the interagency partners to assess whether their programs are meeting their goals in Afghanistan and provide information to activity managers that will allow them to adapt programming and pivot to alternative approaches or geographic areas as needed.

The Monitoring, Evaluation, Accountability Specialists will be responsible for developing the technical inputs required under the MECLA contract. This involves overseeing analyses, third-party monitoring inputs, performance and impact evaluations, and other Monitoring, Evaluation, and research related tasks to be completed.

This position is for Afghanistan national candidates, will be based in Kabul, and is contingent upon award.

Responsibilities

Essential Duties/Tasks and Responsibilities:

  • Review TPM site visit reports from partners of humanitarian projects to harmonize data collection, processing, analysis, and consolidated reporting.
  • Assist in data management processes with MECLA data.
  • Provide direct technical assistance to USAID CORs/AORs and provide feedback, including review of Activity Level Monitoring, Evaluations, and Learning Plans, AMELPs as directed.
  • Participate in analysis or data collection activities conducted, especially anything done in country.
  • Provide subject matter expertise in selected technical fields
  • Assist in the implementation of a comprehensive USAID portfolio-wide M&V plan.
  • Along in implementing data quality assurance and accountability plan with appropriate verification of partner inputs by working together with partners to standardize our approach as possible.

Other Tasks/Responsibilities:

  • Participate in meetings and select technical working groups as appropriate to represent the project and ensure collaboration with relevant technical work.
  • Maintain relationships with USAID/Afghanistan implementers and other national and international partners, and other key stakeholders through frequent consultation.

Qualifications

Minimum Requirements:

  • 5+ years of experience in a MERL role on USAID-funded contracts.
  • Minimum three years of experience in a related field such as third-party of M&V needs and activities associated with humanitarian projects in Afghanistan.
  • Must have demonstrated expertise in monitoring of at least two of the following technical areas: health, nutrition, WASH, protection, livelihoods, agricultural and food security, education, and infrastructure programs and experience serving as a team member in an evaluation or assessment in at least one of these areas.
  • Knowledge and understanding of USAID MEL policies and programs.
  • Prior experience in designing data collection systems and tools.
  • Excellent management, communication, and organization skills.
  • Experience in Afghanistan is required; prior experience with USAID Afghanistan desirable.
  • Fluency in English is required; and fluency in Pashto and Dari required.

Education:

  • Master’s degree in international development, social science, or relevant degree; advanced degree preferred.

Working Environment: Work is typically performed in an office environment. The assignment will be based in Kabul, Afghanistan.

Physical Requirements: This is a largely sedentary role that requires the ability to talk, hear, and use hands to handle or feel objects, tools, or controls. Specific vision abilities required include close vision. The employee must occasionally lift or move up to 25 pounds.

Supervisory Responsibility: This position does not have supervisory responsibilities.

Travel: Travel may be required and may include travel to fragile and/or conflict-prone areas.

Work Authorization: Candidate must be authorized to work in Afghanistan.
