Monitoring, Evaluation, and Adaptive Learning Associate Director: Frontier Health Markets Engage At Results for Development Institute

This position will sit in the Evaluation and Adaptive Learning (EAL) Practice, but the role will be fully dedicated to the USAID-funded cooperative agreement, Frontier Health Markets Engage (FHM Engage). This Monitoring, Evaluation, and Adaptive Learning (MEAL) Director position is one of four roles on the FHM Engage Consortium’s leadership team. As a member of the EAL Practice, the MEAL Director will benefit from our extensive in-house expertise and will have a ready cadre of individuals to serve as thought partners to support this complex and dynamic program.

FHM Engage

With a focus on countries where USAID currently supports family planning, MNCH and other health activities (HIV/AIDS, malaria, TB), FHM Engage builds on existing evidence and previous investments in strengthening the role of the private sector. It uses systems thinking to catalyze new ideas, partnerships, and innovative approaches to address key market challenges, and support the introduction, scale up, and sustainability of quality healthcare delivery in mixed health systems, promoting resilient and robust markets. Complementing existing global learning agendas, the program aims to enhance stewardship of mixed health systems, enabling countries to better employ private sector ingenuity, innovation and popularity with consumers to contribute to family planning and other health outcomes.

EAL Practice

The EAL Practice works with global, regional, and local partners to devise new strategies to address problems in health, education, and nutrition, and to generate evidence as they design, test, and iterate on potential solutions. In addition, our team is increasingly expanding its scope to support internal organizational learning. We tailor our best methods to partner needs with the goal of using monitoring, evaluation, and learning approaches to inform decisions that can improve performance and accelerate impact.

Opportunity

The MEAL Director will be responsible for the strategic oversight of FHM Engage’s learning portfolio, including providing quality assurance and supervision to a core team of 3-5 people and to MEAL managers of each FHM Engage buy-in activity located across the globe. This position is responsible for ensuring that the adaptive learning and the monitoring and evaluation (M&E) workstreams are strategically aligned to support learning about effective and sustainable programmatic approaches supported through FHM-Engage. The MEAL Director will also be responsible for donor relationship management regarding the FHM Engage learning portfolio, pursuing thought leadership in both internal and external forums, and identifying ways that FHM Engage can take a leadership role in measuring health market improvements. This position sits on the FHM Engage Leadership Team and reports to the Evaluation and Adaptive Learning (EAL) practice Senior Director.

Responsibilities

Responsibilities fall into three broad categories: relationship management, monitoring and reporting, and facilitating learning. Specific responsibilities include:

  • Facilitate the continuous adaptations of the FHM Engage Theory of Change (ToC), through discussions with FHM Engage technical leadership and network partners. This requires the Director to facilitate project reviews every year to identify learnings about the original ToC assumptions and use that information to revise the ToC accordingly.
  • Ensure the smooth operation of the FHM Engage learning team, including supporting effective two-way communication across the M&E and adaptive learning workstreams, overall management of the learning portfolio budget, technical oversight of all learning team consultancies or subawards, and timely execution of learning deliverables.
  • Lead learning and evidence generation on the FHM Engage model of building an ecosystem of knowledge and capacity working with country-level partners as well as –Network Implementing Partners (NIPs).
  • Provide strategic guidance to the M&E Specialist on the management of activities associated with the FHM Engage Activity Monitoring, Evaluation, and Learning Plan (AMELP). This includes supporting the M&E Specialist to research and design innovative performance indicators as needed for the health markets where FHM Engage works and providing quality assurance on indicator tracking activities.
  • Supervise the design and implementation of FHM Engage M&E trainings for country partner teams as well as oversee the design and implementation of ToC workshops to identify assumptions and areas of greatest opportunity for adaptive learning.
  • Oversee the design of M&E and adaptive learning data collection approaches, tools, quality assurance plans, and analysis.
  • Provide strategic guidance on how to best leverage and incorporate consortium partners to create a “one-FHM” approach to project-wide M&E, and how to incorporate the EAL team and approaches
  • Provide strategic guidance to the Adaptive Learning and Continuous Improvement Technical Advisor on the use of adaptive learning approaches so that the project can appropriately design and deploy learning activities to support program design in innovative ways.
  • Lead the design and strategic oversight of the FHM intra-network learning approach. This includes supervising project CLA activities (including providing guidance on annual pause and learn workshops, quarterly learning checks, and after-action reviews); and overseeing the creation of feedback loops so that as different network partners encounter challenges or identify promising approaches those learnings can be shared across the network as efficiently as possible.
  • Provide thought leadership in the application of the Market Development Approach (MDA) including market facilitations in health systems measurement, including learnings around stewardship, innovative financing, and private sector delivery models. This includes supporting the FHM Engage technical teams to identify and synthesize strategic learnings for publications and presentations in global forums, including co-authoring with NIP when possible and liaising with global technical working groups (TWGs) to share FHM Engage learnings on an ongoing basis.
  • Lead donor relationship management at the global and country levels on issues pertaining to FHM Engage MEAL.
  • Support the identification and pursuit of country buy-ins as part of the FHM Engage Leadership team. This includes supporting the design of a set of criteria to help organize which country contexts and needs align with the FHM Engage approach and values and supporting the dissemination of FHM Engage learnings to USAID Missions and country stakeholders.
  • Provide strategic thinking and project management to the overall technical and administrative management of FHM Engage as part of the FHM Engage Leadership team.
  • Participates fully as a member of R4D by contributing, assisting and participating in projects, activities, and initiatives as requested by management

Qualification

  • Master’s degree +9 years of experience
  • Prior experience working on complex, global USAID projects
  • Prior experience working on mixed health systems, including evaluation and learning around private sector engagement in FP, MNCH and other health products and services.
  • Experience working in a leadership role and engaging with a diverse set of stakeholders
  • Ability to think creatively about complex M&E and adaptive learning approaches
  • Strong communicator, excellent verbal communication and writing skills
  • Understanding of health systems measurement frameworks including the integration of private sector approaches.
  • Proven track record of developing and managing USAID-compliant M&E plans and past experience with CLA and adaptive learning approaches.
  • Experience facilitating workshops and trainings on ToCs, M&E, CLA, and/or adaptive learning
  • Ability to stay calm, prioritize, and delegate responsibilities during periods of intense work
  • Willingness to travel internationally up to 25%
