Monitoring, Evaluation and Learning Advisor – ExpandPF Project At International Planned Parenthood Federation

The Monitoring, Evaluation and Learning (MEL) Advisor is responsible for leading the monitoring and evaluation strategy and implementation of the project. This position supports a USAID-funded Expand Family Planning and Sexual and Reproductive Health (ExpandPF) activity that will mobilize individuals and local organizations to strengthen the adoption and sustainability of select High Impact Practices (HIPs), improving access to, and utilization of, quality family planning (FP) services among women and girls in poor and underserved urban populations. French and English language skills are required.

The position will be hired and managed by the Association Togolaise pour le Bien-Etre Familial (ATBEF) and based in West Africa, Lome, Togo preferred, covering activities in four countries in francophone West Africa.

Context of role:

The MEL Advisor will support ExpandFP in West Africa and will ensure the MEL team works to collect relevant data and learnings to fulfill donor requirements and produce products to advance the field of family planning/reproductive health best practices.

Role Deliverables:

  • Lead development of, and implementation of, Activity Monitoring, Evaluation and Learning Plan (AMELP).
  • Lead the MEL aspects of donor required documents such as annual workplanning and reporting.
  • Develop and implement the MEL framework and systems for collecting, tracking, analyzing and reporting the progress of activities against project targets and outcomes.
  • Optimize data reporting for both technical and non-technical audiences incorporating changing operational requirements and stakeholder feedback in line with reporting cycles.
  • Devise and advise on data capture tools and analysis plans to capture reportable indicators in line with project milestones.
  • Deploy information so it strengthens strategic decision-making and improves health management information system (HMIS) data quality, advancing the project’s aims.
  • Lead project evaluation and learning activities that will contribute to donor reporting, global presentation of project learnings and achievements, and advance global learnings and best practices for family planning/reproductive health program implementation practice.
  • Provide technical support to consortium partners, including national organizations, for MEL implementation and reporting.

Reporting/Management Responsibility:

  • Reports to – Project Director/Chief of Party
  • Supervises – Project M&E Team

Key Skills/Expertise:

  • Master’s degree in Public Health, Statistics, Economics, or related degree
  • Significant experience in public health programming in West Africa.
  • Reporting, analysis and health information management; quantitative and qualitative analysis skills.
  • Expert-level knowledge of FP indicators, monitoring performance and impact measurement for FP service delivery and contraceptive security preferred.
  • Supervisory experience, government experience, and/or experience in capacity building.
  • Fluency in French and English.
