Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath through the implementation of unarmed civilian protection programming. NP implements programming through the deployment of civilian protection teams to the field and is continuing to scale up to meet the growing needs in the communities we serve. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender-based violence protection, and inter-communal violence reduction.
JOB PURPOSE
The Monitoring, Evaluation and Learning Coordinator is responsible for supervision of the monitoring, evaluation, learning and research system across Nonviolent Peaceforce Iraq (NPIQ). The Coordinator will act as a key focal point in the country programme for the collection and analysis of quantitative and qualitative data, at all stages of the programme cycle, to inform evidence-based decision-making, support organizational learning and enhance accountability to donors. The Coordinator contributes strategic insight which supports the continued relevance, effectiveness and efficiency of NPIQ programming. The Coordinator will also be responsible for the design and implementation of assessments and evaluations. This includes protocols and study instrument design, training and supervision of data collectors, data analysis, report writing and dissemination of findings.
KEY OBJECTIVES/RESPONSIBILITIES
- Work closely with Program Development and Program Departments, including field staff to develop and strengthen monitoring and evaluation systems, including approaches and tools that facilitate the acquisition and aggregation of useful programming data.
- Undertake regular visits to the field to support implementation of monitoring and evaluation and to identify where adaptations might be needed. Field visits may require the Coordinator to stay in NP’s guesthouses for multiple days and overnight. The successful applicant needs to be comfortable doing so.
- Act as a central focal point for monitoring and evaluation technical assistance and guidance, ensuring that NPIQ maintains requisite levels of quality throughout programming.
- Guide the design of data quality assurance procedures and trainings to ensure accurate and consistent data collection among NPIQ field teams.
- Manage processes related to internal monitoring, evaluation and information management including supporting the Programme Development Department develop logical frameworks and performance monitoring plans, review reporting protocols and conduct research activities.
- Manage processes related to external monitoring and evaluation activities including requests for applications, outsourcing of assessments and evaluations, providing technical input, and overseeing communications related to needs assessments, baseline, midterm, and end line studies, post and other types of evaluations.
- Produce high-quality reports on the results of projects against the project goals and objectives.
- Manage quantitative and qualitative data collection for the purposes of programme development and reporting including the design and deployment of innovative electronic data capture, data storage and data security systems.
- Develop an organizational training plan and strategy to support learning and capacity building efforts within NPIQ.
- Guide the regular sharing of the outputs of monitoring and evaluation findings with management and field staff including reporting of assessments, evaluations, programme data, lessons learned and good practices.
QUALIFICATIONS AND COMPETENCIES
Required:
- Minimum of a University degree in statistics, demography, development studies, sociology, applied research, or other social sciences field, or equivalent experience.
- At least five years of relevant experience in monitoring, evaluation, learning, and research, specifically in MEL related to violence prevention, peacebuilding and/or protection work in a (post-) conflict setting.
- Demonstrable in-depth knowledge and understanding of monitoring, evaluation and strategic project planning approaches such as logical frameworks, theory of change etc.
- Experience with qualitative and quantitative data collection as well as participatory monitoring and evaluation methods and system design is preferred
- Demonstrable experience in data entry and analysis software such as SPSS, STATA, and Microsoft Excel and Access.
- Comfortable with frequent travel to field locations and living / working in remote areas.
Preferred:
- Familiarity and interest in humanitarian protection, peacebuilding and violence prevention programming.
- Excellent training and facilitation skills with experience providing relevant and appropriate capacity building for staff and partners.
- Knowledge and understanding of the Iraq socio-economic, cultural and political conditions.
- Experience with working in a multi-cultural environment
- Able to effectively promote the mission values, and objectives of Nonviolent Peaceforce.
Languages
- Fluency in English and Arabic is required
- Fluency in Kurdish is an asset.
