Functional Setting

The MEL Officer is responsible for the efficient implementation, management, coordination, and completion of assigned MEL tasks and projects following the functional MEL responsibilities, policies and procedures of ICMPD’s Strategy, Knowledge, Evaluation and Impact (SKEI) unit and aligned with ICMPD’s strategy, goals, rules and business processes.

The MEL Officer will support and implement the assigned MEL activities and tasks related to the assigned ICMPD projects in Abuja, Nigeria. These projects include the EU-funded project Support to Free Movement of Persons and Migration in West Africa (FMM II), the Danish-funded project Strengthening Mobility in West Africa (SMiWA) and the Netherlands-funded project School anti-Trafficking Education and Advocacy Project (STEAP). Additional projects in the region may be added, in consultation with the West Africa and SKEI teams.

The MEL Officer will be a member of and supervised by the ICMPD SKEI team and thus participate in SKEI team meetings, quality assurance processes, and capacity-building activities. The MEL Officer will be located in ICMPD’s Abuja, Nigeria and participate in any needed team meetings, duty travel, and capacity building training workshops in relation to the projects implemented by the ICMPD West Africa office. The relevant project managers in the Abuja office will assign day-to-day MEL tasks to the MEL Officer as needed. Leave time, travel missions, and other related administrative matters will be agreed jointly between the SKEI supervisor and the West Africa project managers and leads to ensure appropriate timing, aligned purpose, and shared goals.

Position-Specific Expertise

  • Direct experience with monitoring, evaluation, and review of project result frameworks, focusing on indicators and their measurement methods, as well as reporting for EU-funded projects, is an asset.
  • Direct experience with developing MEL capacity building plans and conducting MEL trainings.
  • Direct experience assessing evaluation products, including design/inception, baseline, and final evaluation reports, as well as progress reports is an asset.
  • Direct experience working with external monitoring and evaluation experts on project monitoring and evaluation is an asset.
  • Experience with projects focused on labour mobility, counter-trafficking, migration management and related in the migration field and in internationally funded projects is an asset.
  • Ability to travel to the locations where ICMPD project activities are implemented in Nigeria and other countries in West Africa to support team activities and collect data pertaining to the project.

Position-Specific Qualifications and Language Skills

  • Master’s Degree in MEL, evaluation, economics, statistics or a related social science field.
  • Minimum of 3 years of experience in development and hands- on execution of MEL approaches, methodologies, plans and tools (e.g. theory of change, logical frameworks, performance indicators and attributes) as well as quantitative and qualitative data collection and analysis approaches and methodologies.
  • Familiarity with results-based management and knowledge management. Direct experience with either or both is an asset.
  • Proficiency in use of standard office IT tools (e.g., MS Office Suite, M365, Teams, etc.) and some MEL-related quantitative and qualitative software packages, e.g. STATA, SAS, SPSS, NVivo, Atlas.ti, Dedoose, and/or knowledge management platforms.
  • Experience in an international context or working in an international organisation is an asset.
  • Experience in the field of regional or international migration is an asset.
  • Proficiency in (verbal/written) English, is a requirement.
  • Proficiency in (verbal/written) French is an asset, including the ability to review and draft relevant MEL reports and other documents.
