Job Overview:

As part of IRC’s Strategy 100, IRC’s Resettlement, Asylum, and Integration Programs Department is committed to continuing and expanding on its commitment to delivering impactful programs and services, focusing on raising program quality through giving clients greater influence over program design and delivery, better using research and other evidence, powering decisions with data, and more agile and impactful, outcomes-focused program design. This position will support these commitments and the IRC’s Data, Research & Evidence Ambition Objectives byleading the monitoring and evaluation of multi-office projects and strategic initiatives, conducting needs assessments, providing M&E technical assistance as requested, and supporting M&E capacity building.

Major Responsibilities:

Responsibilities include, but are not limited to:

  • Supporting the development of logframes and MEL guidance for inclusion in toolkits being developed to support the design and implementation of project models being implemented, or with potential to be implemented, in multiple locations.
  • Leading evaluation of strategic, HQ led initiatives.
  • Supporting offices in RAI US and Europe with conducting GEDI-informed needs assessments, providing direct support and leading needs assessments where requested.
  • Providing MEL thought leadership and technical assistance by contributing to the development of technical resources and trainings, and supporting delivery of the RAI learning collaborative’s MEL modules.
  • Providing MEL support for proposals as requested.
  • Leading MEL for multi-site or strategic projects and providing direct MEL support to offices where needs arise.
  • Other duties as assigned.

Job Requirements:

Education: A University degree in a relevant discipline (preferably in Social Sciences, Data Science, or a related field) preferred.

Work Experience:

  • A Minimum 3 years of working experience in Monitoring, Evaluation, and Learning related functions, preferably for programs for refugee or displaced populations. Experience with Experience with data management systems, M&E planning, data analysis, and reporting. Experience planning and leading mixed method program evaluations.

Demonstrated Skills & Competencies:

  • Strong foundational M&E skills.
  • Project management skills.
  • Ability to plan and lead mixed method project impact, outcome and process evaluations, preferably with refugee, immigrant, and migrant populations.
  • Experience developing qualitative and quantitative data collection tools, including client feedback tools.
  • Ability to plan and conduct GEDI-informed needs assessments in a range of contexts, preferably with refugee, immigrant, and migrant populations.
  • Understanding of data equity principles.
  • Strong quantitative and qualitative data analysis skills.
  • Knowledge of quantitative and qualitative data analysis software.
  • Ability to effectively communicate results, including with data visualization.
  • Ability to work flexibly both independently and as part of a team.
  • Excellent communication skills, both verbal and written, with fluency in English; proficiency in 1 or more language(s) spoken by clients preferred (Arabic, Kiswahili, Dari, Farsi, Pashto, French, Kinyarwanda, Ukrainian).
  • Ability to handle multiple priorities and deadlines.
  • Strong critical thinking capabilities with an ability to rapidly assess situational needs, develop problem solving strategies, and identify solutions.
  • Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Self-starter with excellent problem-solving skills combined with the proven ability to prioritize and manage time effectively.
  • Attention to detail and accuracy in work product—including Excellent proofreading and editing skills.
  • Comfort working and collaborating in Microsoft Office Suite, including Word, Outlook, and Teams.

Working Environment:

  • A combination of standard office environment, remote work, and ‘field’ time within the service delivery area to perform the above outlined responsibilities.
  • Occasional domestic (non-local) travel required; up to 10%.
  • May require occasional weekend and/or evening work.
