Position Overview

Pact seeks a Monitoring, Evaluation, and Learning (MEL) Officer for the USAID CSM-STAND Sri Lanka Bolstering Civil Society Activity. The project’s overall goal is to assist Sri Lanka in maintaining a vibrant civil society that empowers citizens to advance the democratic values of citizen participation. Activities will link CSOs across communities, districts, and regions to have a voice in local governance and national reform processes. The position will support start-up and implementation of program MEL activities, provide technical, data collection, and analysis support throughout the program, and ensure the accurate reporting of results for program activities and as per adherence to USAID, Pact and international standards regarding ethical and high-quality data collection and utilization. This is to be a five-year program.

The MEL Officer provides support for successful monitoring and evaluation of the program, as well as for generating and translating evidence to inform programmatic adaptation. The MEL Officer will be supervised by the MEL Manager and contribute to the design and implementation of a monitoring, evaluation, research and learning system that integrates known standard best practices with innovative methods and is responsible for ensuring the functional integration of all MEL activities as well as active collaboration with local partners and grantees. This individual contributes to building M&E capacity of staff and partners; and promotes local ownership and sustainability through participatory and empowerment methods.

Key Responsibilities

  • Contribute to the development and implementation of the project’s MEL framework
  • Support the development of MEL systems for collecting, tracking, analyzing, and reporting the progress of the project activities against targets and expected outcomes.
  • Train and guide the project team on MEL tools and processes.
  • Assist with refining and implementing the program’s MEL plan across all program components including the identification of process, output, outcome indicators specific to activities.
  • Helps ensure the quality data monitoring, collection, collation, storage, analysis, and reporting.
  • Contributes to M&E capacity development of local partners and grantees, including ensuring the M&E provides continuous, high quality technical assistance, training, mentoring and coaching to support sub-partners in: setting up and implementing M&E systems, data quality management, basic data analysis, reporting, and using of data for decision-making.
  • Support the drafting of deliverables to donor in a timely manner.
  • Helps coordinate the design and implementation of learning studies.
  • Contribute to internal program reporting, knowledge management and information sharing.
  • Support virtual and in person events including developing content, facilitating sessions, and supporting planning and logistics.
  • Coordinate with partners and assist with carrying out assessments and analytical studies
  • All other duties as assigned

Basic Requirements

  • Bachelor’s or master’s degree in any of the following or related fields: social science, international development, evaluation, statistics, or economics
  • Five (5) years experience with a Master’s or seven (7) years experience with a Bachelor’s
  • At least two (2+) years relevant experience in implementing results-based MEL activities or equivalent combination of education and experience.
  • Demonstrated relevant technical skills in analyzing and interpreting quantitative and qualitative data and packaging the findings.
  • Extensive knowledge of reporting procedures, including USAID, best practices, guidelines, and tools for monitoring, evaluation and learning.
  • Ability to work well in a team and with various partner organizations
  • Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc., and the ability to use various commercially available statistical software programs.
  • Fluency in written and spoken Spanish and functional proficiency in English.
  • Ability to perform and prioritize multiple tasks;
  • High degree of professionalism and ability to deal sensitively with confidential material;
  • Strong interpersonal (verbal and written) communication skills.

Preferred Qualifications

  • Professional-level English language skills (written and oral)
