DESCRIPTION OF THE NGO
RCN Justice & Démocratie (RCN J&D) is a Belgian NGO created in 1994, active in supporting justice and conflict prevention. RCN J&D defends the idea that justice is a pillar of living together , a lever for social transformation and that there are a plurality of models of justice . To serve society and individuals, justice must adapt to the social, economic and cultural contexts in which it is deployed, it must be accessible to all and establish positive standards and practices guaranteeing freedoms and equality before the court. law.
This vision of justice pushes us to value, beyond the judicial response, all the mechanisms capable of lastingly resolving conflicts and meeting the reparation needs of victims (mediation-conciliation, restorative justice, transitional justice, etc.) . In the context of African societies, the NGO pays particular attention to legal pluralism (law/custom), to a constructive articulation between customary justice and judicial justice and to the development of a justice system that is more honest and respectful of human rights. RCN J&D also carries out work on the memory of international crimes and more broadly on raising awareness of conflict prevention.
The NGO is currently active in 6 countries: Belgium, Burundi, Burkina Faso, Morocco, Democratic Republic of Congo and Rwanda.
POSITION AND MISSIONS
The association’s headquarters, based in Brussels, is made up of around ten employees supported by interns and volunteers. As part of a job creation and to meet the need to strengthen the Programs team, currently made up of 4 Program Managers, RCN J&D is looking for a Monitoring, Evaluation and Learning Officer (SEA ).
The SEA manager is responsible for the creation, deployment and appropriation by the headquarters and field teams of standardized monitoring-evaluation systems in close collaboration with the headquarters and field teams, as well as co-construction annual learning plans, technical support to teams and coordination of multi-country learning. He/she works at headquarters in close collaboration with the Programs team and the Administration, Finance and Logistics (AFL) team and in the field, supporting local consultants and civil society partners and/or local staff from RCN J&D. He/she reports to the General Coordinator.
Main activities :
In terms of monitoring and evaluation
- Facilitate and supervise the establishment of standardized monitoring and evaluation (DES) systems for each country program
- Ensure EHRs are adopted and well managed by all staff, local consultants and partner organizations
- Guarantee the quality of data and reporting of indicators
- Provide technical support to strengthen the capacities of RCN J&D and its partners in monitoring-evaluation (monitoring-evaluation matrices, design of collection tools, sampling, data entry, extraction of useful data and interpretation, etc.)
When it comes to learning
- Supervise the formalization and deployment of learning plans and ensure monitoring and evaluation
- Propose a methodological framework and provide technical support to guide the RCN J&D teams in the mobilization of different learning techniques (capitalization of experiences, exchange of experiences, reflection workshops on lessons learned, internal seminars, etc.), in building on previous successful experiences
- Provide specific training and advisory support on experience capitalization and online learning
- Coordinate multi-country online learning
- Propose, ultimately, a general learning policy for RCN J&D
REQUIRED PROFILE
- Relevant experience of at least 3 years in the field of monitoring and evaluation in the international solidarity/development aid sector (at headquarters or in the field)
- Field experience in project management and/or monitoring-evaluation is an asset
- A good understanding of sectoral issues in terms of justice and human rights is an asset
- Good knowledge of the requirements and expectations of institutional donors in monitoring and evaluation (in particular, the Belgian Development Cooperation and the European Union)
- Training Capabilities
- Excellent knowledge of Excel, databases, Kobo toolbox and other data collection and storage software
- Ability to think, analyze and pragmatism
- Relationship skills, diplomacy and negotiation
- Fluency in French and English
- Excellent writing and formatting skills in French and English
- Ability to travel to countries of intervention (around 4 missions per year)
Duration : permanent contract, full-time
When : take office in January 2024
Assignment : Brussels, Belgium
Conditions : gross salary in accordance with the sector, meal vouchers, end-of-year bonus, fixed professional expenses, 30 days of leave per year, health insurance and additional hospitalization.
