Monitoring, Evaluation and Learning Officer (Climate Finance Projects) At Pacific Community

The Pacific Community (SPC) invites applications for the position of Monitoring, Evaluation and Learning Officer (Climate Finance Projects) within its Climate Change and Environmental Sustainability Programme. This position will be located at its headquarters in Noumea, New Caledonia.

The Climate Change and Environmental Sustainability Programme (CCES) was established to enable SPC to strengthen and streamline its actions on climate change by bringing together work already undertaken by the organisation under a coherent strategic and technical leadership. In addition, it leads the actions of SPC on climate change and environmental sustainability, works with the Organisation’s regional and international partners and promotes the integration of these issues into all development activities conducted by the Organisation’s divisions.

The role – the**Monitoring, Evaluation and Learning Officer (Climate Finance Projects)**will provide technical support to SPC’s Climate Finance Unit on integration of MEL considerations into project and programme development and implementation, with a focus on Green Climate Fund projects. This includes engagement with, support and guidance to National Designated Authorities, line ministries, Direct Access Entities, Executing Entities and other country partners as well as support to the CFU, CCES and other SPC divisions as required.

The key responsibilities of the role include the following:

MEL support to project and programme development

  • Lead quality control and enhancement of integration of MEL considerations in the process of writing and reviewing climate finance design documents.
  • Support project design consultants to strengthen MEL activities in project proposals in alignment with SPC’s Planning, Evaluation Accountability, Reflection and Learning (PEARL) policy, in compliance with SPC’s accreditation with GCF.
  • Review and input directly into project budgets to ensure sufficient resources are allocated to implement MEL-related requirements.
  • Support the organisation of and participate in meetings, workshops, design missions and consultations, as required.
  • Draft and revise Terms of References for consultants related to MEL designs and document development

MEL support to project and programme implementation

  • Support Project Management Units (PMUs) in the coordination, management and implementation of project MEL activities in compliance with GCF and SPC MEL policies and guidelines.
  • Develop appropriate tools and resources for project-/programme-level MEL in climate finance projects and store these in a transparent and openly accessible location.
  • Provide training and capacity development opportunities to PMUs on MEL.
  • Review and enhance annual, mid-term and terminal evaluation reports for submission to the GCF.

MEL support and guidance to NDAs, DAEs and other country partners

  • Design knowledge products for training on GCF-specific MEL requirements.
  • Engage with NDAs to provide technical support related to means of verification, data collection, analysis and report writing.
  • Develop MEL training materials and contribute to efforts to build NDA and DAE capacity through in-country and remote training, online webinars and other forms of engagement.
  • Provide technical support to any prospective DAEs looking to pass GCF accreditation at request from the NDA.

Technical support and capacity building to CFU, CCES and SPC divisions

  • Provide guidance and support on request to consulting firms, SPC staff, and PMU staff to interpret operational policies, regulations and rules, and systems related to monitoring and evaluation.
  • Prepare data and analytical findings for CFU’s contributions to SPC’s Annual Results Report.
  • Prepare relevant findings and analysis for other periodic, high-level review and evaluations of Country Programmes and thematic programme areas to capture the CFU’s impact over time.

Key selection criteria

Qualifications

  • Bachelor’s degree in international development, business administration, environmental policy, monitoring and evaluation or related fields.

Technical expertise

  • At least 5 years of relevant experience in MEL design and data management.
  • Experience in managing databases for entering, processing and extracting data for reporting.
  • Experience in data analysis.
  • Strong training and facilitation skills.
  • Thorough understanding of project management including project cycles, log-frames, monitoring and evaluation, and risk management; experience with Global Environment Facility, Adaptation Fund or GCF projects is an asset.
  • Proven ability to work with partners and to plan, coordinate and manage complex programmes and projects.

Language skills

  • Proficiency in English (oral and written).

Interpersonal skills and cultural awareness

  • Ability to work in a multi-cultural and gender-sensitive environment with team members from diverse cultural backgrounds.
  • Knowledge of Pacific Island countries and territories is an advantage.

Salary, terms and conditions

Contract Duration – This vacant position is budgeted until 31 July 2025 and is subject to renewal depending on funding and performance.

Remuneration – the **Monitoring, Evaluation and Learning Officer (Climate Finance Projects)**is a band 8 position in SPC’s 2022 salary scale, with a starting salary range of SDR (special drawing rights) 2,850-3,467 per month, which converts to approximately XPF 408,167-496,426 (USD 4,076-4,957; EUR 3,420-4,160). An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale is based on annual performance reviews. SPC salaries are not presently subject to income tax in New Caledonia.

Benefits for international staff employees based in New Caledonia – SPC provides subsidised housing in Noumea. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC’s Provident Fund (contributing 8 % of salary, to which SPC adds a matching contribution).
