APADE (All For Peace And Dignity) is an international NGO under Canadian law that has been committed for twenty years to assisting and supporting vulnerable communities around the world, with its headquarters in Ontario, Canada.

Its mission is to participate in the research and implementation of multi-sectoral responses by aligning with emergency and development needs in order to strengthen the resilience of the communities benefiting from its interventions. 1. Job Summary:

The Research, Monitoring/Evaluation and Learning Manager is responsible for managing all research and monitoring-evaluation activities included in the agreements signed between APADE and its partners/donors. His/her activities should help programs make decisions based on evidence, improve the performance/quality of programs and projects. He/she is responsible for the full management of all related activities including the preparation, organization, collection, processing/analysis of data and their backup. He/she is also responsible for managing the human, material and financial resources allocated to his/her department. In addition, he/she is responsible for supervising his/her team, validating all operations for the acquisition of goods and services, as well as the execution and monitoring of his/her department’s budgets. He/she carries out his/her activities in compliance with the rules and procedures of APADE, headquarters, donors and the laws in force in Mali. Its role is essential in measuring the effectiveness, relevance, impact and sustainability of interventions, as well as in providing key information that helps in decision-making.

2. Responsibilities and Tasks:

Reporting to the Director of Programs, the post holder is responsible for:

Monitoring-evaluation & learning component

  • Ensure compliance of interventions, respect of APADE standards and procedures with the guidelines of the Government of Mali, donors and approved budgets in the preparation, collection, analysis and safeguarding of information;
  • Ensure the proper functioning of the organization’s data management process and tools;
  • Prepare, organize and supervise data collection operations (quantitative and qualitative) and all other research, monitoring and evaluation activities;
  • Participate in the development of research and monitoring-evaluation budgets in conjunction with Project Managers during the phase of drafting proposals to donors;
  • Act as focal point for all questions relating to research and monitoring and evaluation;
  • Participate in the recruitment of department staff and ensure the supervision, training and evaluation of the Research and Monitoring-Evaluation team;
  • Ensure the analysis of quantitative and qualitative survey data as well as the efficient management of the various databases and the preparation of research and monitoring-evaluation reports for all Projects;
  • Ensure that data meets APADE quality standards for validity, integrity, accuracy, reliability, scale and timeliness.
  • Have a strategic vision for their department and the development of innovative systems and strategies in their field
  • Actively participate in any process of strengthening intrinsic and extrinsic skills
  • Represent APADE in thematic meeting groups, with other partners and donors;
  • Contribute to the development and implementation of a data quality assessment plan and ensure its effective implementation in the field;
  • Actively participate and/or coordinate, as needed, the conduct of various evaluations within the framework of the implementation of APADE’s monitoring and evaluation policy. These include, among others, needs identification surveys, baseline surveys, mid-term, annual and final surveys, evaluations and other surveys (Post Distribution Monitoring, etc.);
  • Contribute to the identification and development of success stories linked to the results of the various projects carried out by APADE;
  • Document lessons learned and good practices identified in the implementation of the various projects;
  • Promote APADE’s good experiences with a view to their appropriation and sustainability by partners;
  • Prepare and submit on a monthly, quarterly, half-yearly and annual basis, Monitoring-Evaluation activity reports, including successes, challenges and lessons learned;
  • Support the process of consolidating monthly technical progress reports established by technical managers;
  • Participate in writing projects (Logical framework, narrative, budget, activity schedule, etc.);
  • Contribute to the management and closure of projects as well as the related archiving system.

Accountability component

  • Establish an APADE complaint mechanism in order to further strengthen its links with all partners, increase transparency and accountability with a view to improving the quality of interventions on the ground through:
  • Raise awareness among beneficiaries/partners about the APADE complaints mechanism;
  • Establish and train a complaints committee at each intervention site;
  • Set up and monitor the system for recording and transmitting complaints at each APADE intervention site (telephone number, complaints register, suggestion/complaints box, etc.);
  • Ensure that complaint tools (boxes, forms, etc.) are installed in all APADE intervention areas;
  • Ensure the collection/gathering of feedback from all stakeholders (beneficiaries, technical services, local NGOs, voluntary service providers, community leaders, etc.) for the implementation of the various projects in all APADE intervention areas;
  • As a member of the APADE Internal Committee in charge of analyzing and processing the various complaints/suggestions from beneficiaries, ensure documentation and provide timely feedback to anyone who has submitted complaints;
  • Learn from the complaints and suggestions to improve future APADE interventions;
  • Inform the Program Director of any malfunction likely to harm the activities or image of APADE;
  • Perform any other tasks related to the activities falling within the department which will be assigned to him and previously discussed, mutually agreed with his direct supervisor.

3. Profile sought:

  • High-level graduate (at least Bac +4) in Social Sciences, Statistics, Mathematics, Demography, Computer Science, Rural Development, Public Health, Rural Economy, Project Management or relevant professional experience;
  • Have five (5) years of experience in the field of Research, Monitoring, Evaluation, Accountability and Learning and at least three (03) years of experience in an international bilateral or multilateral cooperation organization or in an international NGO. Experience in the same position in emergency projects is a major asset;
  • Have a good command of IT tools (Excel, Word, etc.) and statistical collection and analysis software (SPSS, EPI INFO, Kobo, etc.)
  • Have a basic knowledge of English and a very good command of common office software applications (Microsoft Word, Excel) and a good knowledge of Internet navigation;
  • Have the ability to communicate, listen and analyze situations;
  • Have strong interpersonal and personnel management skills

4. Place of affection:

The position is based in Gao with frequent travel to the Ansongo and Bourem districts. It may be assigned throughout the territory depending on the needs of the organization.
