1. Purpose
This Scope of Work/RFP describes the role, responsibilities, and deliverables of a consultant who will develop a new written M&E Framework, Theory of Change, and M&E Plan for the Women Faith Leaders Fellowship at Georgetown University’s Berkley Center for Religion, Peace, and World Affairs. The consultant will also refine and revise existing data collection tools and processes (one outcome harvesting worksheet and two survey tools that are 15 questions or less in length) to align to the newly developed framework and plan.
2. Background
The Women Faith Leaders Fellowship (WFLF) is a professional fellowship program at Georgetown University that cultivates leadership and advocacy skills among Catholic sisters in Africa, accompanying them in their community-based work to champion progress for women and girls. Each cohort is made up of 18 fellows. The current phase of the fellowship is designed based on the learnings of a pilot that was implemented by the Joint Learning Initiative on Faith and Local Communities in 2023-2024.
The goals of the current phase of the fellowship program are to:
- Cultivate leadership capacity
- Connect and integrate each sister’s work more deeply in the specific context where she works
- Foster community/country impact
- Promote women’s empowerment/gender equity
- Enhance appreciation for religious women’s work
- Grow a scalable fellowship model
3. Consultancy deliverables
- Document Theory of Change
- Develop an M&E Framework and M&E Plan for the project.
- Revise pilot-phase data collection tools in line with the deliverables identified above and project budget and staffing constraints. The existing tools are an outcome harvesting worksheet and 2 participant surveys that are 15 questions or less in length.
