DCA has been supporting the Cambodian people since 1979, initially providing humanitarian response in the aftermath of the Khmer Rouge period and eventually shifting to development initiatives to help rebuild and revive the country and its most vulnerable citizens.

Currently DCA Cambodia looking for Monitoring & Evaluation Coordinator.

RESPONSIBILITIES:

 Manage and steer the newly-designed Country Program 2022-2026 MEAL Framework;

• Drive the development of MEAL Framework tools such as reporting templates and guidelines/manual;

• Build capacity of program and partner staff in MEAL methodologies and functions including data collection, analysis and reporting.

• Support MEAL strategic and practical outputs for institutionally-funded projects, inclusive of baselines, end lines, and internal evaluation processes

• Liaise with HQ MEAL/ SQM staff, particularly as it relates to the integration of country MEAL with global strategic objectives;

• Collaborate with and mentor project-level MEAL staff to support specific MEAL project needs, as required and as appropriate;

• Train and support program staff on key MEAL processes, with the goal of developing more program capacity and sustainability in MEAL tools and strategies;

• Train and support DCA Cambodia partners on key MEAL processes, such as the DCA Global Annual Report and MEAL Framework reporting templates;

• Collaborate with DHoP and HoP on the development of ongoing MEAL needs and strategic priorities.

• By the end of the contract period, a MEAL Framework is complete that has been tested and refined to reflect periods of feedback and reporting;

• By the end of the contract period, key reporting templates are complete that support data collection of the MEAL framework;

• By the end of the contract period, one Annual Report has been submitted and approved by DCA HQ;

• By the end of the contract period, a draft scope of ‘Learning’ and ‘Assumptions’ activities have been identified.

COMPETENCIES & QUALIFICATIONS:

  • Bachelor’s degree required, Master’s preferred
  • Fluency in English
  • 5-7 years in Monitoring, Evaluation, Accountability, and Learning (MEAL) roles
  • Minimum 3 years working in MEAL roles at a strategic level, more specifically the development and management of frameworks and key templates and processes to support collection and collation of programme data
  • Strong technical skills and adaptability in learning and understanding of new technical/ online platforms
  • Experience and skills in training and transfer of knowledge; strong interest in capacity-building and localisation of knowledge and skill sets
  • Ability to follow deadlines, accuracy and attention to detail;
  • Computer Skills: Ability to work comfortably in the MS Office Suite applications, specifically advanced skills in Excel, and knowledge of other data visualization and analytical software e.g. PowerBI.
