Globally, WUSC works with a network of higher education institutions, civil society organizations, private sector partners, professionals, students, volunteers, faculty, and community leaders that can be leveraged to support our work.

WUSC and its consortium partner the Canadian Leaders in International Consulting (CLIC) are implementing the Women’s Economic Linkages and Employment Development (WE LEAD) project in Jordan. WE LEAD, a project funded by Global Affairs Canada, aims to increase women’s empowerment for sustainable economic growth; this will be achieved through activities focusing on women’s employment by businesses and the reduction of gender specific barriers to women entering into and remaining in the workforce. The project will be implemented over a period of Seven years, from March 7, 2017 to March 31, 2024 in three governorates (East Amman, Irbid, and Zarqa) in Jordan.

The Monitoring, Evaluation & Learning Officer is responsible for providing monitoring and evaluation strategic direction and developing appropriate tools in collaboration with the project team and the partners. The Monitoring, Evaluation & Learning Officer will provide training on the use of monitoring and evaluation (M&E) tools, and integration of lessons learned into WE LEAD interventions, and providing qualitative and quantitative information for reporting.

Nature and Scope:

The Monitoring, Evaluation, and Learning Officer is responsible for the monitoring, evaluation and learning activities for WE LEAD in Jordan. Under the Country Director’s direction, his/her roles and responsibilities include: • Coordinate, supervise and assure quality of monitoring and evaluation activities among staff, partners, consultants and volunteers involved in the project; • Develop and maintain the monitoring and evaluation system, including the processes for data collection, cleaning and processing, and use of data ; • Develop data collection tools based on rigorous methodologies and appropriate to context; • Produce monitoring checklists and conduct quarterly joint field process monitoring, quality assessment and data validation, and provide feedbacks and recommendations for timely improvement; • Facilitate annual review sessions, data interpretation sessions and lessons learned; • In collaboration with a consultant (or consulting firm) lead and coordinate the baseline, the mid-term and end line studies, and the tracer studies; • Implement a database of all outputs and results of the project and maintain it; • Support reporting of results using results-based management (RBM) approaches; • Provide technical support to partners and volunteers in monitoring and evaluation; • Work in collaboration with M&E Advisor at CLIC Canada; • Participate in all steps of the project to ensure quality integration of monitoring, evaluation and learning; • Lead capacity assessments of stakeholders and develop capacity strengthening plans in M&E; • Co-ordinate and undertake capacity building activities and training workshops in M&E; • Serve as focal person for the mainstreaming and making sure that cross cutting issues are implemented and reflected in reporting such as gender, governance and environment in the project activities; • Undertake monitoring visits to partner institutions including private sector partners and training institutions; • Undertake regular visits to field locations to support monitoring and evaluation processes and, develop and implement accountability processes related to WE LEAD Project; • Undertake any other tasks assigned by the Country Director.

Qualifications and Competencies:

Education

• A Master’s degree in social sciences, statistics, or related field, or equivalent education and experience.

Experience and Competencies

• A minimum of five years of experience in coordinating monitoring and evaluation system; • Very good knowledge of Results Based Management (RBM) approaches; • Experience in quantitative and qualitative methodologies for data collection, particularly in difficult contexts; • Knowledge in sampling strategies and data analysis; • Experience in the development of data collection tools, both quantitative and qualitative; • Demonstrated experience in the development of data collection systems or databases and use of data analysis software such as Excel, SPSS or other relevant software; • Demonstrated experience in providing technical support and capacity building with local organizations and colleagues; • Proven experience of adaptability to a challenging and constantly changing environment requiring iterative planning on a regular basis; • Proven knowledge of and commitment to the concepts of gender equality; • Experience in capacity building with local partner organizations and a commitment to a participatory partnership approach to development; • Excellent communication skills, particularly interpersonal skills in working with partners and other stakeholders; • Attention to details; • Ability to multi-task competing priorities; • Ability to work independently and as a team player; • Excellent ability to communicate, facilitate and transfer technical knowledge to non-monitoring and evaluation colleagues; • Ability to think analytically and take initiative to solve challenges as it related to M&E.

Language • Superior oral and written skills required in English and Arabic.
