Monitoring & Evaluation Officer At Save the Children

Summary

Save the Children is currently accepting applications for a Monitoring & Evaluation Officer for a Department of Labor-funded project with the objective of increasing collective action in El Salvador, Guatemala, and Honduras to address child labor, forced labor, and other unacceptable conditions of work. The project will focus on people of African descent, Garifuna, and indigenous communities, and will work with CSOs to address labor exploitation, including issues of gender and racial discrimination, and workers’ organizations that represent the collective interests of formal and/or informal workers, including these target populations. The project will work directly with national and local authorities, the private sector, people of African descent, Garifuna, and indigenous communities, and other critical stakeholders. The project will also help workers’ organizations and CSOs to address child labor and other violations of acceptable conditions of work by strengthening their capacities to advance gender and racial equity.

The Monitoring & Evaluation Officer will be responsible for ensuring that DOL/ILAB M&E requirements and reporting are met in a timely and quality manner. This requires oversight of the Direct Beneficiary Monitoring System (DBMS) and liaising with the DOL/ILAB external contractor. The Officer will work with project staff and partners; develop plans, tools, processes for data collection, analysis, and reporting; and advise senior project staff concerning relevant issues associated with the progress of the project in order to facilitate any necessary changes in programming in order to meet targets in the timeframe projects as best as possible. The position reports directly to the Project Director.

What You’ll Be Doing (Essential Duties)

  • Ensure that all reports and related deliverables including work plans and performance monitoring plans required by DOL/ILAB, SCUS, and other stakeholders are produced and delivered on time and are of a consistently high quality;
  • Establish project monitoring plan and system for identifying and tracking the indicators and develop processes/procedures and forms to support monitoring, this may include reviewing and adapting software for capturing and reporting data; including a Direct Beneficiary Monitoring System (DBMS);
  • Oversee data collection to ensure quality and consistency and compile and disseminate information in appropriate formats as needed for project planning and progress reviews;
  • Provide technical assistance and training to staff and partners in the design and implementation of M&E activities, including through the provision of M&E tools and techniques;
  • Work with finance team to monitor program expenditures against activities and budget;
  • Organize internal and external evaluations as required by the donor;
  • Ensure coordination with DOL/ILAB external evaluation contractor; and
  • Incorporate SC’s vision and values and full adherence to Code of Conduct principles.

Required Qualifications

  • Bachelor’s or Master’s degree in statistics, demographics, public policy, international development, economics, or related field; or, ten (10) years or more of related work experience. If qualifying with a Bachelor’s degree, it is preferred that the candidate also hold an advanced certificate in M&E, statistics, or economics;
  • Minimum of five years of professional experience in a senior M&E position responsible for implementing M&E activities of an international development project;
  • Demonstrated experience in effectively designing, implementing, and operating project M&E systems from project initiation to closeout stages;
  • Excellent PC/database skills and knowledge of current statistical packages;
  • Experience with research and data collection on Child Labor and/or familiarity with US DOL’s monitoring and evaluation requirements is preferred;
  • Strong organizational, interpersonal/cross-cultural communication, and time-management skills;
  • Experience developing and refining data collection tools and analyzing data; and
  • Fluent speaking, listening, reading, and writing English and Spanish communications skills are required.
