Village Health Works (VHW) is a 501(c)(3) corporation. It is a social justice organization founded on the belief that health equity is not a commodity but a right. Founded in partnership with the communities we currently serve, VHW’s mission is to provide the neediest high quality, compassionate health care and education based on critical thinking in a dignified environment. VHW’s holistic approach integrates clinical services with education, food security, economic development, environmental protection, music and the arts. In the context of where we currently work, this is the only way we can sustainably end the extreme, multigenerational scarcity in a way that uplifts and engages communities with dignity and in their own context. We believe that the lack of access to quality healthcare and education is the biggest threat to development and world peace.

Currently VHW operates in a wide array of clinical and community programs in a catchment area of over 200,000 people within the provinces of Rumonge and Bururi, though its doors are open to every patient regardless of where that patient is coming from. Our first clinic attends over 51,000 outpatient consultations per year. Since 2007 until summer 2023, our 60-bed inpatient wards have been providing basic adult and pediatric non-operative inpatient services including treatment of malnutrition, mental health, chronic and acute diseases and uncomplicated obstetrical deliveries. These services have been administered by our staff of generalist physicians under the supervision of our current Medical Director.

Village Health Works has embarked on a plan to expand our clinical services to provide comprehensive quality medical care and training. To achieve this goal, VHW has constructed and officially opened an 85,000 sq. ft. state-of-the-art teaching hospital with several services that include surgery, obstetric deliveries, intensive care, pediatrics and neonatology, emergency, pathology lab, medical education and research center, etc.. To provide excellent patient care and training we must expand the scope and skills of the healthcare providers through training, teaching and research, hiring through rigorous development and implementation of systems and structures, policies and procedures that are framed by high quality norms and international standards.

Additionally, VHW has established the Kigutu International Academy, a grade 9-12 boarding school to equip young minds with an education based on critical thinking to prepare them to become the leaders we wish their country and the continent to have for a better future.

Job Summary

The Monitoring, Evaluation and Reporting Manager at Village Health Works will be responsible for designing and leading complex monitoring & evaluation programs, including understanding the various Ministry of Health information systems and how they work at the different levels of the health system and leading the program’s reporting and analytics efforts, overseeing the development and delivery of reports and dashboards to support decision-making across the organization. This role requires strong analytical skills, attention to detail, and the ability to translate complex data into actionable insights.

Key Responsibilities:

  • Reporting Strategy: Develop and implement a comprehensive reporting strategy to meet the informational needs of various stakeholders within the hospital, including executive leadership, department heads, clinicians, and administrators.
  • Report Development: Lead the design, development, and maintenance of reports and dashboards using business intelligence tools such as Tableau, Power BI, or SAP BusinessObjects. Work closely with stakeholders to understand requirements and ensure that reports meet their needs.
  • Data Analysis: Conduct data analysis to identify trends, patterns, and insights that can inform decision-making and drive performance improvement initiatives. Collaborate with other departments to gather and analyze data from multiple sources.
  • Data Governance: Establish and maintain data governance policies and procedures to ensure the accuracy, integrity, and security of data used in reporting and analytics.

Define data standards, definitions, and validation rules to support data quality efforts.

  • Performance Metrics: Define key performance indicators (KPIs) and metrics to measure the hospital’s performance across clinical, operational, and financial domains. Develop and track performance dashboards to monitor progress towards organizational goals.
  • Stakeholder Engagement: Partner with stakeholders across the organization to understand their reporting needs and priorities. Provide training and support to end-users on accessing and interpreting reports and dashboards.
  • Continuous Improvement: Drive continuous improvement efforts in reporting and analytics processes, tools, and methodologies. Identify opportunities to streamline workflows, enhance data visualization techniques, and optimize report performance.
  • Compliance and Regulation: Ensure compliance with healthcare regulations such as HIPAA, GDPR, and others in the collection, analysis, and reporting of patient data. Stay informed about changes in regulations and adjust reporting practices accordingly.
  • Manage, monitor and build capacity of team members in M&E technical areas including areas with specific support to projects and programs, and provided support and training to program teams within his/her fields of expertise
  • Provide support in developing tools and ToRs for studies/surveys (KAPs, Baseline, Midline, Endline etc.)
  • Provide methodological support to program teams on technical question linked to M&E and cross-cutting issues such as: design of M&E plan, quantitative and qualitative data collection, measure and reporting of indicators, etc.
  • Contributes to the centralization and harmonization of M&E tools and processes on the area of intervention, under the lead of M&E, Communication and IT Director.
  • In collaboration with the M&E, Communication and IT Director plan, design and implement internal evaluation activities, and ensure the quality of recommendations and analysis produced by his/her department.
  • Oversee the development of all monitoring and evaluation deliverables.
  • Manage all aspects of M&E data collection, analysis and reporting on performance indicators by project team members and project counterparts.
  • Develop, track, and update the Results Monitoring Plan (RMP) to monitor the achievement of indicator targets and examine project progress towards desired outcomes and impact.
  • Spearhead the writing of the quarterly report to the public Burundian administration.
  • Manage all inputs and changes to the RMP including setting out specific quantifiable performance indicators and targets for overall objectives.
  • Establish/refine monitoring systems and tools to measure project progress.
  • Develop/refine methodology for field data collection, surveys instruments.
  • Contribute to the design and implementation of evaluation initiatives; and
  • Utilizes critical inputs, feedback, and assessments from evaluation partners to inform changes in program approaches and scale-up.
  • Conduct quantitative and qualitative data analysis and write research reports; and
  • Ensure quality of data collected through periodic verification procedures including routine data quality audits.

Qualifications:

  • Bachelor’s or Master’s degree in Monitoring and Evaluation, Statistics, Business Administration, Healthcare Administration, Information Systems, or a related field.
  • Proven experience (5 years minimum) in M&E and reporting and analytics roles, preferably in a healthcare or hospital setting.
  • Strong proficiency in business intelligence tools such as Tableau, Power BI, or SAP Business Objects.
  • Excellent data analysis skills, with the ability to extract insights from complex datasets and communicate findings effectively.
  • Knowledge of healthcare data sources and terminology, including Electronic Health Records (EHR) and claims data.
  • Familiarity with data governance principles and best practices.
  • Strong project management skills, with the ability to prioritize tasks and meet deadlines in a fast-paced environment.
